Requests for clarification must be submitted in writing to Edward Czarny at least 2 weeks before the closing date. Department of State, Office of Logistics Management, Acquisition Management, P.O. Box 9115 Rosslyn Station, Arlington, VA, 22219, UNITED STATES SECURITY REQUIREMENTS: A. Eligibility to Perform Under Contract: 1. Successful offerors must possess or be able to obtain a Department of Defense (DOD) Secret or Top Secret Facility Clearance (FCL), with Secret safeguarding authorization, issued in accordance with the National Industrial Security Program Operating Manual (NISPOM), DOD 5220.22-M. Personnel requiring access to classified information or Controlled Access Areas (CAAs) at DoS sites must possess Secret or Top Secret personnel security clearances issued by DSS. 2. Subcontractors who will require access to classified information or CAA spaces must also possess a Secret or Top Secret FCL and personnel clearances. 3. At least one contract will be awarded to a firm already possessing a Top Secret FCL, and one contract will be awarded to a firm already possessing a Secret FCL. 4. Firms who possess Secret FCLs may be sponsored for an upgrade to Top Secret after contract award. 5. Offerors must submit their appropriate Commercial and Government Entity (CAGE) Code with the required qualification documentation B. If a selected offeror does not already possess an Interim or Final Secret FCL, the Department of State will sponsor the firm for a Secret FCL. 1. DoS will also sponsor joint ventures for an FCL; however, each entity comprising a joint venture must possess or be able to obtain an FCL prior to issuance of an FCL to the joint venture. Sponsorship does not guarantee that the firm will receive the clearance. 2. A period of six calendar months from selection of the final offeror will be allowed for this offeror to obtain the necessary FCL. After this period the Government may, at its discretion, consider awarding the contract to another firm or awarding less than five contracts under this effort. 3. Contracts cannot be awarded until selected firms receive an FCL. DESCRIPTION: GENERAL: The U.S. Department of State, Office of Logistics Management, Acquisition, on behalf of Overseas Buildings Operations (OBO), anticipates the award of up to eight indefinite delivery/ indefinite quantity (IDIQ) contracts to provide professional Architect-Engineer, engineer services for conducting professional commissioning services as: Commissioning Specialist for OBO DOS Diplomatic Facilities projects worldwide. A. Contracts will be set aside for small business. The North American Industry Classification System (NAICS) Codes for this service is 541330. 111e small business size standard is $4.0 million or less based on the annual average gross revenue of a firm which has been in business for 3 or more complete fiscal years. SCOPE, TASK ORDERS, and DISPATCHING; A. The Commissioning will be for OBO/DOS Diplomatic facilities located overseas. B. Each contract will have a ceiling of $10,000,000.00 over a period of five years, $2,000,000,00 per year (one year base contract with four (4) option years) C. Task orders will be placed against the contract on an as needed basis with a minimum of $50,000 awarded over the contract period. 1. Individual task orders will be negotiated for each requirement with the commissioning estimated cost to range from $50,000.00 to $750,000.00. 2. The successful firms must be able to successfully complete the commissioning engineering tasks. A Certified Commissioning Professional CCP or Commissioning Agent CxA, will be required to oversee all commissioning procedures and work. D. The task orders will consist of a multi-disciplined group of licensed architects and engineers, who will work on the commissioning assignments exclusively for the length of the assignments (generally ten (10) months on the commissioning site). 1. The Commissioning Firm shall be capable of dispatching qualified Commissioning Professionals to 3-4 separate Embassy posts simultaneously for no less than 10 month on-site assignments at each post. 2. Task Orders may include the specialty areas: a. Fire b. Roofing c. Elevator d. Seismic e. Testing & Balancing -HVAC -Bench Testing of Automation -Infra-red -Electrical f. Water Testing g. Infra-Red h. Drafting i. Circuit Breakers STANDARDS: The work must comply with the following Standards (The Code edition will depend upon when the contract was awarded or designed to): A. American Society of Heating, Refrigerating and Air Conditioning Engineers B. NFPA Commissioning Fire Protection Systems C. LEED for New Construction, v3.0 1. Fundamental Commissioning (LEED Prerequisite EAp1) pages 217-235 2. Enhance Commissioning (LEED Credit EAc3) pages 299-303 D. National Electrical Code (NFPA 70) 2005 edition, E. International Electrical Testing Association, Acceptance testing specifications (NETA A TS) 2003 edition as they apply to the DoS commissioning execution plans, F. Plain Writing Act of 2011: Use of active voice second person present -tense SERVICE TASKS & DOCUMENTATION: Typical commissioning services include and may not be limited to the following: A. Assist OBO/CFSM/CM/CS/COM with preparing the Owner's Project Requirements (OPR) for the Basis of Design (BOD) Document for each project seeking LEED Certification (Fundamental Commissioning, Requirement 2A) 1. D/B Contracts: Document prepared for the RFP Bridging Documents 2. D/B/B Contracts: Document prepared to accompany the Scope of Work for A-E Services B. Prepare project specific Commissioning Plan (LEED EAp1, Requirement 4) 1. Administrative management and coordination of commissioning process C. Verify installation and Performance of Commissioned Systems; (LEED EAp1, Requirement 5) 1. Pre-functional Checklist and Functional Test Procedure development 2. Planning, Oversight and Documentation: • Equipment startup • Functional Performance Testing • Deficiency correction tracking and documentation • Operation, and issues tracking and resolution 3. Commissioning Meetings: • Prepare Agenda • Prepare Meeting Minutes 4. CxA Markups of BOD for Verification: (primary documentation medial for Req. 5) D. Training Verification: (LEED EAc3, Requirement 5) I. Post-Occupancy Commissioning Report: (LEED EAc3, Requirement 6) FIRM QUALIFICATIONS: Minimum qualifications for the Commissioning Firm include: (100 Points) A.Experience working directly for the owner as commissioning agent on at least three new construction projects greater than $50 million in construction costs; (20) B.Certified commissioning professionals (either Certified Commissioning Professional, CCP or Commissioning Agent, CxA) )committed to the DOS projects; (20) C.At least one LEED Accredited Professional (LEED AP) to act as a focal point for coordinating issues associated with accomplishing LEED requirements (20) D. A library of standard commissioning forms and templates, including electronic versions of all in-house expertise in building mechanical, electrical and life safety system (MELS) design; (10) E.In-house expertise in building MELS (system operations and maintenance as an owner or service contractor; (10) F.In-house expertise in building MELS control system design, installation and startup. Circuit Breakers INDIVIDUAL QUALIFICATIONS: Each field Commissioning Professional shall have most, if not all, of the following qualifications: A. Served as a commissioning professional for at least three (3) commissioning projects greater than $25 million in construction costs and which included mechanical, electrical and life safety systems in the commissioning program; B. Excellent verbal and written communication skills; including preparing documents using active voice, second person present tense C. Experience in team building and facilitation; D. Extensive experience in the operation and troubleshooting of HVAC systems, energy management control systems; E. Experience in energy-efficient system design and control strategy optimization; F. Experience defining, creating, and analyzing system performance data, especially using trend log capabilities of direct digital control systems; G. Knowledgeable in building operations and maintenance procedures, documentation, and training; H. Experience evaluating and spot checking air and system balancing procedures; I. Experience in electrical power distribution systems including generators, transformers switchgear etc, J. General knowledge of the LEED Commissioning Requirements SUBMITTAL REQUIREMENTS: Firms which meet the requirements of this solicitation are invited to submit the following material: A. Two copies of Standard Form 330, Architect-Engineer Qualifications; B. Two copies of a qualification statement, in block H of the SF 330, addressing the evaluation criteria listed below; C. Two hard copies of a Commissioning plan produced by the firm on an office building/facility construction project; D. An electronic copy, on a compact disk (CD), of a library of standard commissioning forms and templates, including electronic versions of all; in-house expertise in building mechanical, electrical and life safety system (MELS) design of a library of standard commissioning), E. In-house expertise in building MELS (system operations and maintenance as an owner or service contractor; F. In-house expertise in building MELS control system design, installation and startup including resumes and qualifications demonstrating expertise and compliance with the requirements and a description of the firm's management plan to staff 3-4 embassies with qualified personnel and to provide roving qualified technical experts, mechanical, Electrical, and Life and Safety to support the site personnel G. An sample of a document demonstrating the firm's ability to write a short technical document using active voice, second person present tense text. (Ref: Plain Writing Act of 2011) H. LEED AP Certificate of at least one firm employee EVALUATION CRITERIA: A. Experience working directly for the owner as commissioning agent on at least three new construction projects greater than $50 million in construction cost B. In-house certified commissioning professionals (Certified Commissioning Professional, CCP or Commissioning Agent, CxA) committed to serving as an objective, independent advocate of the owner on the DOS projects C. In-house LEED AP. D. Experience at developing a written commissioning plan, conducting a Cx scoping meeting, establishing a project activity schedule, reviewing submittals, shop drawings, systems, assemblies and installation of installed systems. Experience in developing start-up checks, functional test verification and acceptance procedures to achieve the Owners Project Requirements. The capability to document the Cx Process with a library of standard commissioning forms and templates, including electronic versions of all in-house expertise in building mechanical, electrical and life safety system (MELS) design. E. In-house expertise in building MELS system operations and maintenance as an: owner or service contractor. F. In-house expertise in building MELS building control, communication and life safety system design, installation and startup. G. Ability to provide periodic status reports and a final Cx report. H. The capability of dispatching qualified Commissioning Professionals to 3-4 separate Embassy posts simultaneously for no less than 10 month on-site assignments at each post. A description of the firm's management plan to staff 3-4 embassies with qualified personnel and to provide roving qualified technical experts, mechanical, electrical, and Life and Safety to support the site personnel.
