Description
1. This source selection procurement shall utilize a Two Phase Design-Build Selection Procedures issuing one solicitation with the intent to award a Firm Fixed Price Design-Build contract for the project entitled œPotable Water Plant Modernization, U.S. Naval Support Facility, Diego Garcia. Phase I of the procurement process is a narrowing phase for up to a maximum of five (5) firms (design-build teams) based on technical factors that include: Past Performance, Corporate Experience of the Firm and Key Personnel Experience and Qualification, and Management and Safety Plans. Only those proposers selected in Phase I will be allowed to proceed into Phase II. 2. The scope of work includes, but is not limited to labor, supervision, tools, materials, and equipment necessary to perform design-build services to construct a single-story water treatment facility capable of producing 1,200,000 gallons of drinking water per day. The project will be a base contract and 4 option CLIN items. Base contract includes CLIN 1 construction works and all design works for CLIN 1, CLIN 2, CLIN 3, and CLIN 4. Option-1 through option-3 includes construction work only. Option-4 includes construction work and design work for CLIN 5. These option items may or may not be awarded. Option item(s) will be awarded within 30 calendar days after the time of award. In support of design-build work, the Contractor shall employ the services of an architect/engineering professional experienced in the coordination of multi-disciplined architectural/engineering design efforts in all aspects of general building and new and renovation projects. 3. The budget includes the cost to construct the contractor designed facility. Award will be made to the responsible offeror whose proposal, conforming to the solicitation, is the most advantageous and offers the best value to the Government considering price and technical evaluation factors. 4. Unless otherwise indicated in the synopsis, this is an Internet-only solicitation. It is the bidders/offerors responsibility to check this site daily in order to be notified of any changes to this solicitation. 5. The solicitation will be issued on or about 30 December 2011. Proposals will be due on or about 13 February 2012 at NAVFAC FAR EAST Yokosuka, Japan at the time specified in the solicitation. 6. Offerors can view and/or download the solicitation at https://asia.neco.navy.mil/ when it becomes available. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will only be made on the AsiaNECO website for any posted changes. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION.
