Description
Sources sought, National Security Technologies (NSTec) plans to issue a Request for Proposal (RFP) for a controlled explosive demolition of the Bare Reactor Experiment (BREN) Tower at the Nevada National Security Site (NNSS) in Nevada. The work to be performed under this project consists of providing all labor, materials, personal protective equipment (PPE), facilities, equipment, services, insurance, and incidentals necessary to complete the controlled explosive demolition of the 1,527 foot tall BREN Tower. Proposers are expected to have experience in the controlled explosive demolition of steel towers of similar height. The NNSS is located approximately 65 miles northwest of Las Vegas, Nevada. BREN Tower is located approximately 25 miles northwest of the Mercury, Nevada main gate. BREN Tower is constructed of fifty-one (51) stacked structural elements, each thirty (30) feet in height. The tower has three solid steel legs, with stabilizing guys positioned on three sides. Each set of guys consists of twelve (12) cables attached to the Tower at six (6) separate elevations and anchored with concrete blocks or stanchions at four (4) locations. The Tower legs are ten (10) feet center to center and the structural elements gradually reduce in size as the elevation increases. The main vertical members are approximately seven (7) inch diameter solid steel rods at the bottom and four and one-half (4.5) inch diameter solid steel rods at the top. There is a personnel elevator in the interior of the Tower and an equipment lift on the exterior of the Tower. The lifts are no longer certified. The steel Tower weighs 345 tons and the steel guy wires stabilizing it total 5.5 miles in length. The anticipated release date of the RFP package is on or about January 30, 2012, with an anticipated offer closing date on or about February 17, 2012. The firm date for receipt of bids or proposals will be stated in the RFP. All responsible sources may submit a proposal which shall be considered by NSTec. Prospective offerors shall notify this office of their intent to submit an offer. All contractual and technical questions must be submitted in writing. Respond via email to martine1@nv.doe.gov with your Expression of Interest to include the following: 1) Business size/type as registered on CCR based on NAICS Code 238910. 2) Past experience in the demolition of structures, more specifically communication towers. 3) Capability Statement identifying your firm's ability to provide the demolition services sought. Include items such as a description of your firm's previous experience; engineering and quality control capabilities, safety record (Experience Modification Rates for 2010, 2009, 2008, your OSHA 300 Log) and any additional equipment needed to meet the requirement. 4) Evidence of Quality Assurance Program that meets the attached Quality Requirements. The Table of Contents from your existing Quality Assurance Program is sufficient.
