Description
FedBizOpps PreSolicitation The Department of Defense, Washington Headquarters Services, intends to solicit offers in response to Request for Proposal (RFP) HQ0034-12-R-0003 for the Federal Office Building 2 (FOB2) Demolition, Site Clearing and Restoration Services Contract (See Project Description Below). The subject requirement will be procured without business size restrictions. All work shall be performed in accordance with the performance work statement incorporated in the request for proposal and the specifications that will be provided at time of solicitation issuance. Evaluation factors and their relative importance will be disclosed in the solicitation. The total contract period will not exceed 16 months. The applicable North American Industry Classification System (NAICS) code is 238910. The Small Business size standard is $14 Million. There will be a scheduled site visit for this project. The time and date for the site visit will be stated in the RFP. This RFP will be issued in electronic format only and will be available on or about 16 January 2012 on Federal Business Opportunities (www.fbo.gov). Please be advised the 16 January 2012 date for solicitation posting is estimated and the actual posting date may be after the estimated date. The estimated magnitude of this project is $15,000,000 to $25,000,000. The place of performance is Arlington, Virginia. All offerors must be registered with the Central Contractor Registration (CCR) database as well as with the Online Representations and Certifications Applications (ORCA) database or risk their proposal being considered non-responsive regardless of its completeness, timeliness or other salient considerations. Telephone inquires will not be acknowledged or accepted. Project Description: 1. Demolition and removal of all improvements to restore the site to open space suitable for future cemetery and museum site uses. Work includes demolition of the existing Navy Annex/FOB2, 4 story building, at approximately 995,414 gross square feet, and all associated site structures in such a manner as to maximize re-use of deconstruction material to divert it from landfills. 2. Preparation and implementation of a Waste Management Plan to separate, recycle and remove all materials from the site suitable for recyclable, and remove all remaining demolition debris not suitable for recycling to landfill facilities off-site. 3. Remediate existing hazardous materials primarily found in FOB2 building finish materials such as; Lead Base Paint (LBP), Asbestos Containing Material (ACM) and other incidental materials in compliance with all local, State and Federal environmental protection regulations. Remove all hazardous waste to approved-landfill sites. 4. Demolition and consolidation of all site utilities and infrastructure to maintain adjacent service and create a site suitable for re-use including removal of existing on-site communication towers. 5. Close and remove the portion of existing South Gate Road (adjacent to the site) to include recycling and removal of all materials off-site. Maintain access and operational status of Columbia Pike at all times during construction. 6. Demolition of, recycle and remove approximately 15 acres of Navy Annex surface parking facilities including the area between Columbia Pike and I-395. 7. Coordinate with administrators of the Air Force Memorial (AFM) to protect and preserve AFM facilities to avoid any operational or physical disturbance of the 3 acre site within the project area. 8. Provide tree preservation for existing woodlands on-site. Provide sediment and erosion control facilities for all phases of deconstruction/construction to protect existing site resources and the surrounding environment. 9. Construction work includes providing site restoration and stabilization of all disturbed areas. Provide grading and earthwork operations to restore site grades to stable slopes suitable for re-use. Modify and amend soils to support establishment of turf and other planting on all disturbed areas to enhance and protect site appearance and stability. 10. Construct storm water quality/quantity management facilities to serve the entire site until such time as site re-use facilities are constructed. 11. Construct approximately 1,600 linear feet of new public roadway between Southgate Road and Columbia Pike to facilitate traffic movement in the area after the permanent closure of Southgate Road. Construct this road to Arlington County public road standards including lighting, sidewalks, storm drain facilities and appropriate utility infrastructure. 12. Clear and close the site for future dispensation by the Federal Government. 13. Approximate areas of site work include: · Total Site Area - 40 acres. · Work Site Area - 37 acres (excluding 3 acre AFM site area). · Protection Site Area - On-site: 5 acres (west of AFM to Columbia Pike). · Deconstruction/Demolition Site Area - 32 acres. · Protection Site Area - Off-site: 3 acres AFM; adjacent ANC; adjacent Foxcroft Heights neighborhood; adjacent VDOT facilities.
