- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for services prepared in accordance with the format in FAR Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Market research has identified Cubic Defense Systems, Inc. as the only source. The Aviation Applied Technology Directorate (AATD) of the US Army Research, Development and Engineering Command proposes to acquire services for the UH-60A/L Personnel Locator System Upgrade. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. Additionally, the acquisition is being procured in accordance with 10 U.S.C. 2304 (c) (1) and FAR 6.302-1. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-54. The applicable NAICS code is 334220. The small business size standard is 750 employees. AATD (CCAM-RDT) intends to procure services to upgrade the existing central display unit and remote display unit of the Personnel Locator System (PLS) currently fielded in the UH-60A/L Blackhawk fleet to eliminate parts obsolescence issues and take advantage of new capabilities emerging associated with personnel recovery. The proposed upgrade shall be compatible with the Cubic Defense Applications, Inc. manufactured AN/ARS-6(V) 13 (P/N 282650-1 RT). The effort shall include the development of a new Control Display Sub-System (CDSS) capable of serving as the interface o and control device for the AN/ARS 6(V) 13. The CDSS shall facilitate all capabilities inherent in the AN/ARS 6(V) 13 relative to pertinent ground communication systems (CSEL, QuickDraw, 406MHz). The effort shall include qualification of both the AN/ARS 6(V) 13 (to include antennas and requisite ancillaries) and the newly developed CDSS to include, but not limited to, environmental, airworthiness, and interoperability standards. Tasks to be included are as follows: - Develop a prototype CDSS and ancillaries. Development shall include hardware/software design, analysis, testing, fabrication, and documentation. - Facilitate the qualification of the AN/ARS 6(V) 13 and the developed CDSS and associated equipment to fully substantiate airworthiness. - Provide a number of prototype CDSS for aircraft integration and risk reduction flight test. The contractor shall assist in aircraft integration and risk reduction flight test. - Provide production AN/ARS 6(V) 13 systems for limited user evaluations with the CDSS. - Administer Program Management and Reporting tasks to include, but not limited to, monthly cost and performance reports, technical interchange meetings, and design reviews. ACC intends to award a Cost Plus Fixed Fee (CPFF) Indefinite Delivery/Indefinite Quantity (IDIQ) contract with an ordering period of three (3) years and a maximum ordering amount of $3,000,000. The initial delivery order will be executed concurrently with the master IDIQ contract and will for the minimum ordering amount of $1,556,800.00. Delivery of these components is intended for U.S. Army Aviation Applied Technology Directorate (AATD), 401 Lee Boulevard, Fort Eustis, Va. 23604. Delivery is required within 8 months of the contract date. Inspection/Acceptance and FOB Point is destination, AATD, Fort Eustis, Va. The provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition without addenda. Offerors shall include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications Commercial items, Alternate I with its offer.
