SOURCES SOUGHT NOTICE ONLY: ARMOR CAR SERVICES THE PURPOSE OF THIS NOTICE IS SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. The Veterans Affairs ("VA") Des Moines Division requests your response to this Sources Sought Notice for VISN 23, Des Moines VA Central Iowa Health Care System (VACIHCS) to provide armored car service. This Sources Sought notice is to determine qualified sources capable of providing the armored car service for the Des Moines VA facility. The North American Industry Classification System Code is 561613 - Armored Car Services. The small business size standard is $12.5 million. Purpose of the contract: The purpose of the contract is to provide the Des Moines VA timely pickup and delivery of funds, securities, and/or instruments. Scope or mission of the contract: The mission and scope of this contract is to provide the safe and timely transportation and delivery of funds, securities, and/or instruments, securely and distinctively sealed and/or locked and tagged and to transport and deliver the same in like condition to the consignees as designed by the VA Medical Center and in accordance with the attached Statement of Work. Place and period of performance: Services will be required as follows: Pickups and deliveries to and from the US Bank, 714 E 2nd St, Des Moines, IA 50309 and VACIHCS. The pickups and deliveries will include: cash, cash deposits, bank checks and change orders. Service is estimated for three days per week, Monday, Wednesday and Friday. The contract is anticipated to have a one (1) year base period plus four (4) twelve (12) month options. Background: The Des Moines VA Fiscal Department has a requirement for armored car services as listed in the Statement of Work. Pickup and deliveries are estimated to be three (3) days per week to and from the VACIHCS Agent Casher and the VACIHCS Canteen Service to U.S. Bank, 714 ast 2nd Street, Des Moines, Iowa 50309 In the event the day designated for the performance of services shall be a federal, bank, legal or other holiday, or in the case of some other event as determined by the VA, such as hardous weather conditions, performance shall be made on the next workday, unless stated otherwise. Any information provided in response to this Sources Sought Notice will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected. Responses to this Sources Sought Notice are not offers and cannot be accepted by the Government to form a binding contract. Vendor participation in this response or any informational session is not a promise of future business with the VA. Interested parties should provide the following information in their response. 1.Company Name, Company Address, Company Point of Contact (POC) POC phone number/email address, Company DUNS number and capability statement for the services as stated above. 2.Responses to this announcement should indicate (a) whether the respondent is a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business or historically black college or university; (b) If a small business, does your firm qualify as a small, emerging business, or small disadvantaged business? (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 9(a) of the Small Business Act. 3.Responses should include a copy of the entity's Central Contractor Registration. The Central Contractor Registration is located at https://www.bpn.gov/ccr. 4. If an entity proposes that they are a veteran-owned small business or service-disabled veteran-owned small business, include verification of whether they are registered and certified in VetBiz, The Center for Veterans Enterprise Web Portal located at http://www.vetbiz.gov. The VA requests that you limit your response to no more than four (4) pages. Pursuant to FAR 52.215-3, your attention is required to the following provision: (a)Request for Information or Solicitation for Planning Purposes (Oct 1997) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b)Although "proposal" and "offeror" are used in this Sources Sought Notice, your response will be treated as information only. It shall not be used as a proposal. (c)This Notice is issued for the purpose of gathering information regarding providing and delivering radiopharmaceutical supplies to the VACIHCS. Responses must be received no later than 3:00 CST, December 28, 2011.
