Description
Solicitation Number: VA-241-12-Q-0141Notice Type: Combined Synopsis/Solicitation Synopsis: This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in subpart 12.6, in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed under FAR 13.1, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is VA-241-12-Q-0141 and is issued as a Request For Quotation (RFQ) (iii) The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-52, May 31, 2011. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at http://www.arnet.gov/far (FAR) and http://vaww.appc1.va.gov/oamm/vaar (VAAR) (iv) The North American Industry Classification System (NAICS) code is 561621 (v) This requirement consists of one(1) line item: CLIN (1) Vendor to provide service and maintenance to the Research Laboratory Security System at the Bedford VA. (vi) The following STATEMENT OF WORK is a detailed description of the requirements for this solicitation: Vendor to provide service and maintenance to the Research Laboratory Security System at the Bedford VA. Briefly, this system provides proximity key card access and egress for secured research lab areas within buildings 17, 18, and 70 at the Edith Nourse Rogers Memorial Veterans Hospital. The system includes door contacts on all egresses, and a motion detector/intrusion system in hallways within the secured areas. All sensors relay information for monitoring to central computer/databases. This dbase is also linked as a point-to-point network to a similar system in the VA Police Station in building 2. The database and monitoring software is Winpak 2 Version 4. This includes approximately 12 doorways with keycard readers on both sides and 8 additional doors equipped only with contacts. Control panels are installed in communications/telephone closets controlled by facility Communications and IRM Service. `Building 70 has three panels; buildings 17 and 18 have two panels, each. The service plan (Gold Plan) includes: annual preventive maintenance and system test, power supply and battery changes, replacement parts at no cost, on-site response time within 4 hours, software upgrades, user training/retraining up to 5 hours per year, Extended 24-hour service at no cost, hours of coverage with no premium- 24 hours/7 days per week, pay equipment-related false alarm fines, guard coverage if equipment is down, free loaner units during repairs, satisfaction on installation or money-back guarantee during first 120 days from completion. Require vendor employees, staff or associated personnel to access secured research laboratory areas. Personnel provided by the vendor must undergo a background check that is equivalent to that of a VA employee. Access to some areas may require additional background authentication. Under VHA Handbook 1200.6, the vendor-contractor is responsible for ensuring this is completed and for supplying verification to VA that this has been done. The vendor may obtain additional information detailing this requirement from their VA contracting officer technical representative (COTR). VA facility to supply necessary telephone line(s) and electrical power at control panels/CPU locations. System will not go into service until emergency notification call list is received by Central Station (Vendor). Period of contract Dec. 2011 to Nov. 2012. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
