- The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under authority for FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within three days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a subscription service that provides unlimited, mass e-mail distribution to an unlimited number of subscribers on the www.navy.mil website. The services available under this requirement provided the means for CHINFO ™s distribution of a very large volume of public information products, including Navy News, Breaking News, and Top Stories posted to navy.mil. Distribution through any organic Navy or DoD system is prohibited due to the volume of electronic traffic. GovDelivery is considered the only source that can provide this service. If any other service were selected as an alternative to this service, an interruption of three to four months is estimated if major personnel resources are made available to re-process the establishment of a new subscriber database. Period of performance is to begin on 29 Dec 2011 to 28 Dec 2012. The applicable North American Industry Classification Systems (NAICS) Code is 541511.
