Description
Statement of Work- Warning Horn Replacement This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemental with additional information included in this notice, as well as the preparation and transmittal as outlined in FAR 5.207. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The United States Air Force at Oklahoma City Air Logistics Center (OC-ALC) will procure Warning Horn Kits that meet non-explosive atmospheric certification requirements. This effort is part of the Warning Horn Replacement Program and is a modification program for its entire KC-135 R/T fleet. The commercial line items to be kitted are cited below and will be exposed to a Full and Open Competition for a Firm Fixed Price (FFP) contract. The basis of the award will be based on Lowest Price Technically Acceptable. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations as of 19 December 2011. Provision at 52.212-1, Instructions to Offerors-Commercial, Applies to this acquisition. Provision at 52.212-2, Evaluation - Commercial Items Applies to this acquisition; and (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; (ii) price; Cost/Price and Technical capability are of equal importance Provision at 52.212-3, Offeror Representation and Certifications, must be valid with contractor offer. Note: An Ombudsman has been appointed to hear concerns from Offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel.
