- This is a SOURCES SOUGHT NOTICE for Market Research ONLY to determine the availability of the Brand Name Component; Automated Logic WebCtrl Energy Management and Control Systems (EMCS) equipment, software, compatible Digital controls, and devices manufactured by Automated Logic Corporation; Chiller Plant and Power Plant Programmable Logic Control (PLC) Systems by General Electric; Electrical Power Monitoring System by Square D Power Logic; Chiller Plant Water Treatment by Nalco; Chilled Water Monitoring System by Flexim Flexus; Electrical Load Centers by Eaton; UPS System by Eaton; Fire Alarm system by Edwards; and Customer Access Outlet Boxes by Communications Integrators Inc (Cii) for future upcoming projects. No awards will be made from this Sources Sought Notice. No solicitation will be available at this time. However, responses to this Sources Sought Notice will be used to determine an appropriate acquisition strategy for future acquisitions. The Army Corps of Engineers, Baltimore District intends to solicit and award construction projects for a customer of Intelligence Community. The construction projects will be solicited competitively under future separate solicitations. These projects may include a Brand Name only component, as described below, unless the results of these sources sought notification indicates otherwise. This notification serves three purposes: (1) to notify potential offerors of the Government's intent to solicit a brand name only component under future construction projects; (2) to identify potential sources that can provide the brand name only item and/or equivalent; (3) notification of the Army's intent to contract sole source for a Brand Name Only, if the market is unable to provide 'equivalent' products. NOTE: Only that part of the projects requiring the Automated Logic WebCtrl Energy Management and Control Systems (EMCS) equipment, software, compatible Digital controls, and devices manufactured by Automated Logic Corporation; Chiller Plant and Power Plant Programmable Logic Control (PLC) Systems by General Electric; Electrical Power Monitoring System by Square D Power Logic; Chiller Plant Water Treatment by Nalco; Chilled Water Monitoring System by Flexim Flexus; Electrical Load Centers by Eaton; UPS System by Eaton; Fire Alarm system by Edwards; and Customer Access Outlet Boxes by Communications Integrators Inc (Cii), is sole source if no sources are able to provide an equivalent system. In the event no equivalent equipment exists, the Brand Name Only justification will be issued pursuant to FAR Part 6.302-1, "Only One Responsible Source". A subsequent market survey will not be published in support of a Justification and Approval (J&A) for sole sourcing the resultant product(s) or system(s) in the event an equivalent product is not submitted for consideration. In such instances, the brand name or equal component will be embedded in the construction project that will be issued competitively. Only that part of the project requiring brand name components will be sole source if no sources are able to prove an equal product. The construction projects themselves will be competitively solicited. SUMMARY OF REQUIREMENT: The construction projects will include Brand Name only equipment for Automated Logic WebCtrl Energy Management and Control Systems (EMCS) equipment, software, compatible Digital controls, and devices manufactured by Automated Logic Corporation; Chiller Plant and Power Plant Programmable Logic Control (PLC) Systems by General Electric; Electrical Power Monitoring System by Square D Power Logic; Chiller Plant Water Treatment by Nalco; Chilled Water Monitoring System by Flexim Flexus; Electrical Load Centers by Eaton; UPS System by Eaton; Fire Alarm system by Edwards; and Customer Access Outlet Boxes by Communications Integrators Inc (Cii) are as follows: 1) Automated Logic WebCtrl Energy Management and Control Systems (EMCS) equipment, software, compatible Digital controls, and devices manufactured by Automated Logic Corporation: Portions of the project will involve modifications and expansions to the existing Automated Logic WebCtrl HVAC Energy Monitoring and Control System (EMCS) 2) Chilled Plant and Power Plant Programmable Logic Control (PLC) Systems by General Electric: is a digital computer used for automation of electromechanical processes, such as control of Chilled Plant and a Power Plant. PLC is designed for multiple inputs and output arrangements, extended temperature ranges, immunity to electrical noise, and resistance to vibration and impact. 3) Electrical Power Monitoring System by Square D Power Logic 4000 Series: The Square D Power Logic system is currently used throughout the existing facility to provide the capability for site to monitor the critical power distribution infrastructure at site. The monitoring system's ability to monitor power distribution for technical (mission) power Load Centers is a critical piece in responding to any and all power anomalies that could result in an unplanned outage to mission processing and network communication equipment. The current Square D monitoring system feeds directly to 24/7/365 facilities monitoring center. 4) Chiller Plant Water Treatment by Nalco: Nalco is the vendor/provider of the water treatment chemicals used within the chilled water loop and the chiller towers at the facility. Additionally, Nalco provides the proprietary automation system and controller for the proper injection and mixing of these chemicals into the chiller water utility system. To ensure that the system used within the MOUNTAINVIEW (MV) building extension is compatible with the existing site chiller plant water treatment, the Nalco system must be installed as part of the MV MILCON project. This will necessitate the use of Nalco as chemical provider. 5) Chilled Water Monitoring System by Flexim Flexus: Chiller Plant Water Treatment System will be used for modifications and expansions to the existing Ultrasonic Non-Invasive Chilled Water Flow Meters & Energy Computers. 6) Electrical Load Centers by Eaton: The main function of a load center (i.e., breaker box, fuse box) is to take electricity supplied by the utility and distribute it throughout the home to feed lights and receptacles. Eaton designs and manufactures load centers and circuit breakers that provide reliable power breaking and circuit protection. 7) Uninterruptible Power Systems (UPS) System by Eaton: Eaton Series 9315, or latest series/model, must be utilized in order to ensure compatibility with existing equipment and eliminate potential duplication of systems, the Eaton proprietary system must be used for this project. 8) Fire Alarm system by Edwards: Fire Alarm Systems must have capability to be controlled with digital and analog controllers, all of which will interfaced with, the Edwards Fire Alarm System. 9) Customer Access Outlet Boxes by Communications Integrators Inc (Cii): Stationary unit combining modular power and IT cabling into a single customer access outlet (CAO) that remains below the RAF, thus requiring only the relocation of floor tiles and not the CAO box Any vendor wishing to provide a system(s) that is compatible with the existing Automated Logic WebCtrl Energy Management and Control Systems (EMCS) equipment, software, compatible Digital controls, and devices manufactured by Automated Logic Corporation; Chiller Plant and Power Plant Programmable Logic Control (PLC) Systems by General Electric; Electrical Power Monitoring System by Square D Power Logic; Chiller Plant Water Treatment by Nalco; Chilled Water Monitoring System by Flexim Flexus; Electrical Load Centers by Eaton; UPS System by Eaton; Fire Alarm system by Edwards; and Customer Access Outlet Boxes by Communications Integrators Inc (Cii), systems must provide a copy of its brochure and any other data within five calendar days from date of issue, NO LATER THAN 27 December 2011, 2:00 PM EST, to Contract Specialist, Calvin J.
