Description
Solicitation Number: VA-241-12-Q-0202 Notice Type: Combined Synopsis/Solicitation Synopsis: This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in subpart 12.6, in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed under FAR 13.1, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is VA-241-12-Q-0202and is issued as a Request For Quotation (RFQ) (iii) The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-52, DEC 19,2011. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at http://www.arnet.gov/far (FAR) and http://vaww.appc1.va.gov/oamm/vaar (VAAR) (iv) This solicitation is issued as a small business set aside. The North American Industry Classification System (NAICS) code is 811213 and the size standard is $7.0 million. (v) This requirement consists of one(1) line item: The following STATEMENT OF WORK is a detailed description of the requirements for this soliTATION (vi Scope of Work Fire Alarm Testing and Inspection s Bedford VA Hospital Contractor will Inspect, Test, and Certify the Fire Alarm System at the Bedford VA Hospital 200 Springs Road Bedford, Ma 01730. The Contractor will satisfy requirements of the last edition of NFPA 72, Chapter 10, conform to the equipment manufacturers, recommendations, and verify operation of the fire alarm systems. Inspection: A visual inspection of every device listed per software and system identification list will be performed to ensure that no facility chances have occurred which could affect equipment or system performance based on the original design. Testing: Every device and control function listed per software and system identification list will be physically activated to ensure its functionality as designed and installed. Testing takes into consideration the AHJ (Authority Having Jurisdiction) requirements, local ambient conditions and manufacturer s recommendations. Contractor will follow NFPA 72 recommended test methods and frequencies as a minimum guideline for system testing. System configuration is verified during inspection and compared to existing records. Contractor must have a copy of the systems software to compare records and make updates if needed. Complete documentation of testing and a report of any deficiencies will be presented for review on Building Reports.Com the day Testing is completed. Audible Test will be conducted during operating hours and the schedule will be pre-approved by the COTR upon notification of the building managers. : (vii) Delivery FOB Destination to VA Medical Center, 200 Spring rd Bedford Ma 01730 (viii) 52.212-1 Instructions to Offerors - commercial Items, apply to this solicitation with the following addenda, FAR 52.216-18 Ordering; VAAR 852.236-76 Correspondence; VAAR 852.237-70 Contractor Responsibilities; VAAR 852.270-1 Representatives of Contracting Officers; VAAR 852.273-75 Security Requirements for Unclassified Information Technology Resources (ix) 52.212-2, Evaluation - Commercial Items: FAR provision 52.212-2 applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i)Technical (ii)Price (iii)Past Performance Technical evaluation shall be based on the ability of the vendor to meet the daily pickup requirements, and timing of delivery to the Post Office. Additionally, the metered pricing offered for VA co-mingled mail. Pricing shall be evaluated based on the best value for the Government. Quotations should include the pricing methodology and include the metered rate offered. Mail quantities are estimates, but the VA will require daily pick-ups regardless of quantity. The VA pays for postage separately and should not be included in the pricing quoted. (x) 52.212-3 Offeror Representations and Certifications - Commercial Items- Offeror's are to include a COMPLETED COPY OF PROVISION 52.212-3 WITH THE FAXED AND WRITTEN QUOTE, a copy of the provision may be attained from http://www.arnet.gov/far; (xi) 52.212-4 Contract Terms and Conditions - Commercial Items: apply to this solicitation with the following addenda; VAAR 852.203-70 Commercial Advertising, VAAR 852.237-76 Electronic Invoice Submission.
