- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), as implemented by Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Mission and Installation Contracting Command Fort Jackson intends to make a sole source award to Blackstock Federal constructors, LLC, located at 4235 N Blackstock Rd Spartanburg, SC, United States 29301 for electrical power installation at Fort Jackson The proposed contract action is for construction for which the Government intends to solicit and negotiate with only one source under the authority of 10 USC 2304(c) (1) and FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent to award is not a request for competitive proposals. However all proposals received by the appointed due date will be considered by the Government. A determination by the Government not to compete with this proposal based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The justification for the sole source requirements as follows: The Ammunition Holding Area is being upgraded with new ICIDS access systems. These devices need electric power to function. The existing contractor that is providing the internet cable for the ICIDS will be digging trenches and boring holes under the asphalt road for the ICIDS internet cable. There would be a significant cost savings in allowing the current contractor to install the electric power cables in the same trenches and bore holes under the roads. Awarding this contract to another vendor would replicate the work of the ICIDS vendor and result in increased costs to the Government for the duplication of effort. Additionally, there are safety and liability concerns with leaving the existing boring and trenching pits open to the elements while another company sets up and widens the trench while the existing wiring is in place. Response to this notice must be received via email, fax, mail, or delivery by 27 December 2011, no later than 12:00 PM Eastern Standard Time.
