- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. STATEMENT OF WORK FOR MAILING SERVICES FOR GUARD DETAIL MAGAZINE 1. Background: The Public Affairs Office has a requirement for applying postage and mailing the Guard Detail Magazine due to contract changes for the printing of the publication. 2. Purpose: The purpose of this contract is to obtain services and postage to mail the publication three to four times a fiscal year. 3. Project Scope: This project will include all cost necessary to apply postage and mail approximately 13,000 copies of the Guard Detail magazine three to four times each fiscal year. 4. Project Statement of Work a. Publisher will ship approximately 13000 copies of the Guard Detail Magazine to the contractor three to four time each fiscal year. Approximate weight for each copy is 8oz. b. The contractor will apply appropriate postage to each self mailer. Publications are to be mailed at the Bulk, Pre-Sorted Standard rate. Contractor will be reimbursed for postage by submitting a properly completed Postal Service Receipt of mailing indicating the number of mailing units with billing for payment. NOTE: IN ORDER TO ALLOCATE FUNDS, GOVERNMENT VENDOR PAY NECESSITATES THAT THE QUOTE CONTAIN A FIRM, FIXED PRICE FOR SERVICES AND AN ESTIMATE FOR THE COST OF POSTAGE. IT IS UNDERSTOOD THAT THE COST OF POSTAGE WILL FLUCTUATE WITH EACH ISSUE DUE TO CHANGES IN WEIGHT/QUANTITY. c. The furnished addresses are zip code sorted but have not been CASS certified. Contractor is to use the CASS certified system prior to mailing. All copies mailed must conform to the appropriate regulations in the U.S. Postal Service manuals for "Domestic Mail" or International Mail" as applicable. d. Contractor must have an office within 25 miles of the Joint Force Headquarters. Public Affairs Office will pickup extra copies from the contractors office. 5. Definitions: N/A 6: Contractor Furnished Property. None 7. Government Furnished Property. Guard Detail Publication 8. Access to Government Facilities. Normal hours of operation are 7:00 to 4:30 Monday-Friday. Coordination will be required for after hours or weekend access to the facility. 9. Technical Orders.
