Description
The Defense Threat Reduction Agency (DTRA) intends to award a sole source Cost Plus Fixed Fee (CPFF) contract to Raytheon Technical Services Company (RTSC). THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE SOLICITATION OF OFFERS. DTRA's Cooperative Threat Reduction (CTR) program provides assistance to the Former Soviet Union (FSU) and other partner countries in order to dismantle Weapons of Mass Destruction (WMD) and to reduce the threat of proliferation of WMD material, technology, and expertise. CTR's logistical services requirement includes program-wide integrated logistics support with a wide-range of professional support services including, but not limited to, shipping technical assistance to recipient nations receiving CTR support and comprehensive travel logistics to ensure the CTR mission is accomplished efficiently and effectively. The North American Industry Classification System (NAICS) is 541990. The Government has become aware of significant changes in this particular field of industry. These changes, combined with significant changes in the CTR program and Government budgetary constraints, have shown that the follow-on effort requires a fresh look to determine future requirements and how a contract can support them. As a result, DTRA is performing a top down review of its CTR logistics program to streamline processes and better position the CTR program with its future logistical needs in order to establish a level playing field for a full and open competition to begin in Spring of 2012. This review includes the establishment of a comprehensive offeror's library for a future full and open competitive requirement. At this time, due to technical data issues, DTRA is unable to provide this comprehensive program information from previous efforts under the CIS program that potential offerors must possess as well as information related to the revision of its processes in order to perform the proposed future contract. The statutory authority for this non-competitive action is derived from 10 U.S.C. 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source. No other sources have been determined to have the in-depth knowledge and legacy expertise required to perform these services. This announcement does not commit the Government to make a contract award.
