Description
The U.S. Coast Guard, Aviation Logistics Center (ALC) is performing market research to determine available sources who can provide contractor-furnished resources, capabilities, technical assistance, and suitable facilities to support its primary mission areas of: (1) depot level maintenance, overhaul, major repair and modification of Coast Guard HC-130 aircraft and associated aeronautical equipment; (2) storage, stocking of inventory, control, accounting, issue, and shipping of supply parts and aeronautical equipment (3) preservation, storage, and maintenance of replacement aircraft parts, and (4) technical engineering support in aeronautical and avionics fields. The contractor shall provide technical, professional, engineering and administrative capabilities to support ALC mission areas. The majority of this work shall consist of maintenance, repair, research, technical analyses, coordination, and logistics. The contractor shall support ALC efforts in modification, overhaul, and repair of Coast Guard HC-130 aircraft. The contractor shall support depot level maintenance, overhaul, major repair and modifications of aircraft and aeronautical equipment to support back shop space, aircraft storage and aircraft maintenance areas. Capabilities that may be required include the following: • Structural and metal shop • Engine shop • Propeller Shop • Indoor aircraft wash area • Tire shop • Machine shop • Battery shop • Electrical shop • Avionics shop • Wire Harness shop • Aircraft Ready For Issue (RFI) parts storage • Aircraft Kit Building (AC&I Projects) • Program Structural Inspection (PSI) and/or Program Depot Maintenance (PDM) Lines The contractor shall support storage, stocking of inventory, inventory control, issuance, and shipping of supply parts and aeronautical equipment and shall provide the material necessary to support the service. The USCG will supply repair components and all support material except for Personal Protection Equipment (PPE), administrative supplies and HAZMART items. Capabilities that shall be required include the following: • Planning and Scheduling • Quality Assurance • Parts Storage • Supply and Receiving • Tool Room • HAZMAT Pharmacy • Ready Issue • 2 Bin (Consumables and Expendables) • Ground support services including, but not limited to, refueling and servicing of aircraft The contractor shall support preservation, storage, and maintenance of RFI and Non RFI USCG aircraft components. The contractor shall provide technical engineering support in the aeronautical and avionics fields to support the functions listed below and delineated in the paragraphs that follow. Requirements also include search, detection, navigation and related electronics systems, as well as ground support equipment associated with USCG HC-130 aircraft. • Product Line Management (PLM) • Engineering Management • Program Management • PLM Administrative Support • Product Line Cell Support • Technical Library • Engineering Support • Training • Conferencing A firm fixed contract including labor hour CLINs for surge work and undefined tasks is being contemplated. The contractor must start performance on or about December 19, 2012. The duration of contract is expected to be five years if all option periods are exercised. The company must be able to provide a heavy maintenance facility to accommodate Coast Guard staff for management of the aircraft in addition to accomplishing the requirements set forth above. The contractor's facility should be located within North America. A summary description shall be submitted that details the technical capability of the company to perform the requirement.
