- This is a Notice of Intent to award a sole source purchase order to REDCOM Laboratories, Inc. for the purchase of a REDCOM Secure Interface Bundle to add circuits to an existing High Density Exchange (HDX) system under the authority of FAR 13.106-1(b)(1). The Government will interface this REDCOM Secure Interface Bundle with the existing HDX. Currently, FEMA's entire network uses a REDCOM HDX switch to serve stationary and deployed users and the REDCOM HDX serves as FEMA's baseline for the network. The REDCOM Secure Interface Bundle can only be used with other REDCOM switching products in order to preserve compatibility within the switching system. The secure interface bundle provides secure connectivity to/from any network type and provides the capability to access an external database of classified number look-ups on unclassified received digits. REDCOM is the only source available that makes the Secure Interface Bundle that is compatible with the REDCOM HDX. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to provide the required Secure Interface Bundle via e-mail to Ms. Sandra Bucher no later than 2:00 PM, EST, Thursday, 1/05/2012. Email address: Sandra.bucher@dhs.gov. Capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. This is not a small business set-aside requirement.
