- This will be a sole source contract to the original equipment manufacturer Northrop Grumman. The EGI program is based upon an approved Non-Developmental Item (NDI) acquisition strategy in 1992 by the Office of the Assistant Secretary of Defense (Acquisition), currently the Under Secretary of Defense for Acquisition, Technology, and Logistics (USD/AT&L). USD/AT&L also assigned the Air Force as the lead service to execute the EGI workload for Army, Navy, Coast Guard, and FMS customers. This acquisition is to continue engineering services and support related to existing EGI systems. Northrop Grumman (NG) currently perform on Aeronautical Systems Center (ASC) contract FA8826-06-C-2066. Other than Full and Open Competition will be used. 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(ii) Only One or a Limited Number of Responsible Sources, and No Other Supplies or Services Will Satisfy Agency Requirements. NG uniquely possess the highly specialized capabilities including the trained personnel, experience, knowledge base, facilities, data, and tooling and manufacturing equipment necessary to sustain the unique EGI configurations. The core hardware and software for the EGIs are not interchangeable between the different platforms or the contractors. They are not functionally equivalent as each EGI is integrated to satisfy a specific platform requirement. Because of the proprietary nature of the designs and since the EGI is an NDI, there is no commonality between the HI and NG designs and competition cannot be conducted between the two contractors. As the original system designer and builders, HI and NG are the only sources capable of fulfilling all requirements and providing a wide range of mission support capability, manufacturing expertise, and contractor field support capability. All HI and NG data is proprietary.
