- Justification for Exception to Fair Opportunity The follow on work is to provide continued support and proper transition required to continue Da Afghanistan Breshna Sherkat (DABS) commercialization work with DABS, including extensive transfer of knowledge from the current USAID commercialization activities until a new mechanism is in place. The Contractor will continue to provide advisory and capital development services in the areas of management, operations, and training to commercialize the Kabul Electricity Department (KED). Management advisory and training services are also provided to Da Breashna Sherkat (DABS) on tasks and functions related to utility management information systems, metering, and commercialization of divisions of DABS, with a focus on KED.
