- This is a pre-solicitation notice for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Synopsis is as follows. A separate written solicitation M67400-12-T-0002 will be issued as a Request for Quotation on or after 20 Dec 2011. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-54, and DPN 20111207. DPAS Rating is DO-S10. The North American Industrial Classification System codes are 811419 and the business size standard is NTE 6.5 million. This procurement constitutes Item 0001 through 0003 for base year with four (4) one-year option periods. Required Items and Descriptions are as follows. The key objective of this Contract is to provide parts washer services, to include the rental and maintenance of parts washer machines, cleaning of tanks with the refill of fresh recycled solvents, and laboratory sampling analysis. The services ar e required for various Marine Corps installations in Okinawa and Shizuoka Areas, Japan. CLIN 0001 Parts Washer Services (Okinawa Area) CLIN 0002 Parts Washer Services (Shizuoka Area) CLIN 0003 Laboratory Sampling Analysis (This will be required in Base Year and Option Year 3) Note: Contractor s must possess a Japanese business license or otherwise have authorization to perform services in Japan in accordance with DFARS 252.225.7042 Clause entitled, Authorization to Perform . The Government intends to make a single award to the responsible offeror which is the most advantageous to the Government on the basis of best value evaluation process. The Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this acquisition. Responsible Offerors must be active in the Central Contractor Registration in accordance with DFARS 252.204-7004 unless you qualify under an exemption. DUNS, TIN and CAGE Code must be written on submitted proposal. The solicitation (Request for Quotation), when it is released it will be available electronically at the following web sites https://www.neco.navy.mil and/or http://www.fedbizopps.gov/ under solicitation M67400-12-T-0002. The solicitation also will be e-mailed upon a written request to the Point of Contact listed. Offers can be mailed, faxed, or e-mailed to the Contracting Office, U.S. Marine Corps RCO, MCB CAMP S. D. BUTLER, PSC 557 BOX 2000, FPO AP 96379-2000. Offers must be received no later than 15:00, Japanese Standard Time of solicitation closing date.
