- Sources sought synopsis announcement is issued to assist the 673d Contracting Squadron, JBER, Alaska, in performing market research to determine interest and capability. This is not a Request For Proposal (RFP) and responses to this request are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP or an award. This document should not be construed as a commitment of any kind by the Government. Any information provided to the Government in response to this document will become 673d Contracting Squadron property and will not be returned. The Government will not reimburse contractors for any cost associated with responding to the request. JBER, AK is seeking interested sources capable of managing a Furnishings Management Office (FMO) program providing appliance and furnishings support to Joint Base Elmendorf-Richardson (JBER) enlisted/officer bachelor quarters (BEQ/BOQ), dormitory (dorm or barracks), Non Commissioned Academy (NCOA), Warrior Transition Unit (WTU) and loaner furnishings operations at a reasonable price. Contractor shall comply with all applicable laws, regulations, and standards. In addition, Contractor shall provide all management, labor, equipment, materials, tools, and other items necessary to perform dormitory maintenance and manage all aspects of furnishings management which includes, but is not limited to: - Interior painting and installing carpet, vinyl, and tile - Providing furnishing budget inputs to 673CES/CEAC Capital Asset Mgm't - Receiving, and issuing furnishings and appliances - Maintaining a furnishings and appliance backup stock - Warehousing, redistributing, repairing/turning in furnishings and appliances - Preparing purchase requests for authorized items - Performing customer pickup and delivery services - Performing annual inventory and assessment of FMO warehouse stocks, Dormitories and NCO Academy - Identifying items excess to the installation for reporting to MAJCOM - Performing customer services providing authorized personnel with furnishings entitlements and support - Managing a Reports of Surveys program to perform initial, follow-up and final actions on items damaged, destroyed, or lost through possible fault or neglect, or as required by AFMAN 23-220, Reports of Surveys For Air Force Property. The contract is tentatively planned to run for a base period of one year with four options years beginning 1 October 2012. The applicable North American Classification System (NAICS) code is 561210, with a business size of $35.5M. Interested and qualified sources are requested to provide: (1) company name, point of contact, e-mail addresses, telephone and fax numbers, identification of business size under the applicable NAICS code, i.e., 8(a), HUBZone, SDVOSB; (2) a list of the company's most recent and relevant (within the last three years) DoD or commercial contracts and brief description; and (3) information demonstrating the company's ability to perform these services. Respondents are asked to limit submissions to ten pages or less. Any information provided is voluntary. All eligible firms responding to the Sources Sought must ensure their response is complete and sufficiently detailed to allow the Government to determine the firm's qualifications to perform this requirement.
