- The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following service: Ongoing assessment of the commercialization potential of the Naval Air Warfare Center Weapons Division (NAWCWD) extant and emerging intellectual property portfolio, stimulating and educating NAWCWD scientists and engineers to develop dual use technology partnering ideas, networking, and partnership formation activities. This service is being completed under the issuance of DoD directive 5535.3 (Oct 28, 2011). This requirement is sole sourced to China Lake Technologies (CLT), 356 9th Avenue, Suite 101, Dover, New Jersey, 07801-5000 as the only vendor able to provide this service due to their established authority under the Partnership Intermediary Agreement (PIA) with NAWCWD. Any firms believing that they can provide the service under an existing PIA may submit a written response to be received at the Contracting Office no later than the date posted on this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the service without causing programmatic hardship. All responsible sources may submit a quotation which shall be considered by the agency.
