Description
On or about 9 January 2012, USACE, Omaha District, will release the following solicitation: Demonstrate systems integration of distributed energy management hardware, software with elements of a cyber security to achieve an islandable, micro-grid involving a subset of Ft. Carson's overall electrical grid. Provide advanced cyber-secure Smart Grid Energy Management Control System (EMCS) with dynamic demand-side load management, leveraging recent infrastructure upgrades that created five basic micro-grid loops at Fort Carson. Provide interface and controls to integrate existing renewable energy sources (2MW photovoltaic solar array) into a grid-tied backup power configuration using five electric vehicles for electric energy storage. Configure existing dedicated backup generators into a grid-tied distributed backup generation architecture to increase redundancy for mission critical facilities and optimize performance to save fuel. At least 10 Facilities are preliminarily identified to be part of this microgrid. Provide cyber-secure System Control and Data Acquisition (SCADA) and related controls to enable autonomous micro-grid operation in isolation if necessary due to loss of commercial power. Increase backup power reliability and resiliency by expanding backup power from the building level to the micro-grid level, allowing agility in directing power to high priority mission critical facilities and supporting infrastructure in the event of power outages of very long duration. The estimated construction cost of this project is between $1,000,000 and $5,000,000. Sive Visit information will be provided in the solicitation in Section 00 21 00. DO NOT submit requests for plans and specifications to any personnel listed in this announcement. See 'Obtaining Solicitation Documents' below. The Contractor will be required to commence work within 10 days after notice to proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety.
