Description
NOTICE OF INTENT. This posting serves as notice of intent that the U.S. Department of Commerce, National Oceanic and Atmospheric Administration, Eastern Acquisition Division, intends to issue a fixed price type contract for services to distribute sea turtle tags and management of the Cooperative Marine Turtle Tagging Program (CMTTP). Until April 1999 there were two sea turtle tag distribution and archival centers for the Western North Atlantic: National Marine Fisheries Service (NMFS) Southeast Fisheries Science Center (SEFSC) and the University of Florida Archie Carr Center for Sea Turtle Research. The Archie Carr Center distributed tags to many collaborators in all areas of the world since 1955, having distributed over 200,000 tags. They have established an internationally known database system and communication network. Individuals of that network communicate throughout the world with local fishermen and other citizens and help to arrange for the return of tags from captured turtles. NMFS had maintained its CMTTP since 1980 and had distributed about 100,000 tags. The Government intends to award a fixed price type contract on a sole source basis to the following entity: University of Florida, Division of Sponsored Research, 219 Grinter Hall, Gainesville, FL 32611. A Sources Sought Notice entitled - Sea Turtle Tag Distribution, was posted in the FEDBIZOPPS on 11/14/2011 for seven days from which no responses were received. As a result of having received no responses, the government intends to issue a sole source contract to the University of Florida under the authority of Federal Acquisition Streamlining Act of 1994 (Title VIII, PL 103-355) as implemented at Federal Acquisition Regulation Subpart 12.102 and Subpart 13.106-1(b) for simplified acquisition and the authority of the test program for commercial items section 4202 of the Clinger-Cohen Act of 1996. Justification for Sole Source: The statement of work for the required sea turtle tag distribution services can be found in the Sources Sought Notice and are not reiterated here. The University of Florida Archie Carr Center is the only other known source to provide the required services. This Notice of Intent does not invite a response. However, if a response is received it will be provided to the end user for future consideration.
