- The Federal Aviation Administration (FAA) maintains a requirement for ISO Registration Services. This acquisition shall support the Laboratory Service's Division Quality System under the Quality Management System Standard ANSI/ASQC Q9001:2008 at the William J. Hughes Technical Center (WJHTC) in Atlantic City, NJ. The FAA is currently seeking qualified contractors who are experienced in ISO certification services in Air Traffic Control related laboratories, technical research and development, and engineering services. Prospective bidders shall maintain capabilities to provide Quality Management System Standard ANSI/ASQC 9001:2008 to provide Pre-Certification, Certification and Post-Certification Surveillance services.The purpose of this market survey is to determine the acquisition strategy for this procurement. This procurement is unrestricted as to business size at this time. Either a full and open competition or a set-aside will be chosen and will depend upon industries' responses to the market survey. The North American Industry Classification System (NAICS) code for this procurement is 541990 (All Other Professional, Scientific, and Professional Services).The current contractor is Smither's Quality Assessments, Inc. located at 425 W. Market Street in Akron, Ohio 44303-2044. They are currently operating under Contract Number DTFACT-09-D-00009 which shall end on July 15, 2012. The FAA contemplates an award of a Firm, Fixed Price (FFP) contract for a 36-month period of performance. The period of performance for this work shall run from within 30 days from the Date of Award through July 15, 2015. When responding to this market survey, each interested party is required to submit the following information:1. Performance Capability Statement (no more than 3 pages in length) which shall address past performance information confirming their ability to successfully complete ISO certification processes/audits of at least 400 employees. Past performance information must include project title, agency name, order/contract number, project value and duration, point of contact, inclusive of telephone number and electronic mail address, and a brief description of the work performed.2. Business Declaration Form and a copy of their SBA 8(A) certification letter, if applicable. All submittals are due no later than 17 January 2012 at 3:00 PM (EST) as follows: 'Robert.Baldino@faa.gov'; Fax: (609) 485-4088, Attn: Robert Baldino. Include the solicitation number (DTFACT-12-R-00009) for reference.This Market Survey/Request for Information (RFI) shall not be construed as a contract or any commitment of any kind. This is not a Screening Information Request (SIR) or Request for Proposal (RFP). The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and any costs associated with the market survey submittal is solely at the interested vendor's expense.
