- General Services Administration (GSA), Public Buildings Service (PBS) is requesting Relocation Advisory Assistance Services in order to support the site acquisition for the U.S. Department of State, Bureau of Diplomatic Security (DS) Foreign Affairs Security Training Center (FASTC) project. Background: As a federal agency engaged in real estate transactions, the General Services Administration (GSA) acquires real property for federal projects. GSA intends to issue a solicitation for Relocation Advisory Assistance Services that assures fair and equitable treatment of persons such as those displaced from homes and businesses will be provided all the benefits and services to enable their successful relocation from the project site. There are approximately six (6) housing units and thirteen (13) businesses that will be displaced. These parties shall be referred to as Eligible Parties. The relocation advisory assistance services are needed on the preferred site located in Nottoway County at Pickett Park in Blackstone, Virginia. Public Law 91-646, the Uniform Relocation Assistance and Real Property Acquisition Policies of 1970 and amendments of 1987, hereinafter referred to as the "Act", requires that whenever the acquisition of real property by a federal or federally-assisted program will result in such displacement, relocation advisory assistance services shall be provided, and payments to Eligible Parties who will be displaced by the Project. All relocation advisory assistance services shall be performed in accordance with Public Law 91-646, the Uniformed Relocation Assistance and Real Property Acquisition Policies of 1970 and Amendments of 1987, Public Law 17.101 Stat. 246-256. The associated North American Industrial Classification System (NAICS) code for this procurement is 531390, Other Activities Related to Real Estate, and the small business size standard is $2.0 million. This synopsis constitutes the Pre-Invitation Notice. The Request for Quotation (RFQ) package will be posted on or about January 3, 2012. All work is to be completed within 6 weeks of the contractor's receipt of the Notice to Proceed. Award of a firm fixed price purchase order will be made to the responsible small business firm whose quote is the lowest price and is in compliance with the Request for Quotation (RFQ). All interested parties should be aware that they will need to fulfill the following requirements in order to view the full Request for Quotation (RFQ): 1) Complete the "Conditions for Contractor Receipt of GSA Sensitive Information" form located within the RFQ package and ensure that the firm's DUNS number is provided on the form; 2) E nsure the firm's registration in the Central Contractor Registration (CCR) database is active and valid; 3) Submit an "Explicit Access" request on the FedBizOpps website for the secure package; and lastly; 4) Firms are advised of the sensitive nature of this information and should clearly understand their responsibilities as outlined in the "Conditions for Contract Receipt of GSA Sensitive Information".
