Description
SF 33 Solicitation Offer and Award - Rent Reform Demo DU205NC-12-R-0002 RFP DU205NC-12-R-0002 The U.S. Department of Housing and Urban Development (HUD) is issuing Request for Proposal (RFP) DU205NC-12-R-0002 in support of the Office of Policy Development and Research. The demonstration will test alternatives to the current rent structure in the Housing Choice Voucher Program using a random assignment experimental model. Rent reform may impact assisted housing residents in terms of the rents they pay, the amounts they save and earn, as well as the income stream to the Housing Agency that administers the housing subsidy. The demonstration would mostly likely be undertaken at select Moving to Work (MTW) sites, because MTW Public Housing Agencies already have a legislative authority to request waivers from the 1937 Housing Act. While a goal of the current study is to increase earnings, that goal may be achieved through more complete reporting of income and higher wages. Because the intervention is not directly focused on employment, the impact of work effort may be relatively small. Additionally, a reasonable goal of rent reform is to reduce under-reporting of income which would have the effect of increasing reported earnings. The work requirements are set out in the Statement of Work within the RFP. Services to be furnished under the resulting contract shall be ordered by issuance of a task order. Such order(s) may be issued from effective date of contract through sixty (60) months thereafter. North American Industry Classification Systems (NAICS) Code is 541720.
