Description
This is a Sources Sought Synopsis to conduct market research for developing a procurement strategy for an upcoming construction contract at the Department of Veterans Affairs, Southern Oregon Rehab Center and Clinics (SORCC), White City, Oregon. Magnitude of construction project is between $5,000,000 and $10,000,000. Depending upon the responses in the small business categories (e.g. service-disabled veteran-owned small business, veteran-owned small business, certified 8(a), small business, women-owned small business, small disadvantaged business, Historically Underutilized Business Zone (Hubzone) small business) the solicitation will either be set aside in one of the small business categories or be issued as unrestricted open to both small and large business. The NAICS code for this procurement will be 236220, Commercial and Institutional Building Construction, and the small business standard is $33.5 million. This announcement is for planning purposes only and does not constitute a solicitation for competitive bids/proposals. This announcement is not to be construed as a commitment by the Department of Veterans Affairs. No contract will be awarded from this announcement. All interested contractor's who believe they can meet the requirements are invited to submit responses, via e-mail, to the attention of Robert N Kolln Jr., Contract Specialist, by email: Robert.Kolln@va.gov. No telephone calls will be accepted. Responses to the Sources Sought Synopsis should be received as soon as possible but no later than 2:00 PM (Pacific Time) on January 05, 2012. Project Summary: This project involves demolition of the existing B236 Nutrition and Food Services (NFS) (Kitchen) including the freezer and storage tank buildings and replacement with a new, single story building. The new building will be constructed before the old is removed. The location of the new building will be to the east of the existing building to allow for continue kitchen operation during the entire construction. This will eliminate impact costs and will maintain the level of access and care that the Veterans are used to obtaining here at the SORCC. Project Location: Department of Veterans Affairs, Southern Oregon Rehab Center and Clinics (SORCC), White City, Oregon. To be considered an interested contractor the following information shall be included in your response and/or narrative: 1. Company name, address, DUNS number, and point of contact with his/her phone number and email address 2. Socio-Economic Category. Business size to include any official teaming arrangements as a partnership or joint venture. (e.g. certified 8(a), small business, women-owned small business, small disadvantaged business, Historically Underutilized Business Zone (Hubzone) small business, service-disabled veteran-owned small business, or veteran-owned small business). 3. If service-disabled veteran-owned small business or veteran-owned small businesses indicate if listed in the VIP database available at http://www.VetBiz.gov. 4. Provide project references. Project references shall include: a. Details of similar projects and state whether you were the Prime or Subcontractor: Required, at a minimum, three (3) projects completed within the last ten (10) years that are relevant to the work that will be required under this project b. Dates construction services performed c. Project reference (including contact information for owner which should include current phone number and email address for each project listed) d. Project cost, term and complexity of job 5. Provide verification of your bonding capability from your surety - specially identify single and aggregate bonding capabilities. 6. If you are responding to this notice from outside the geographic location of the work, please provide a narrative detailing how you would perform the work on this project and submit an offer at a fair and reasonable price to the Government. NOTE: Information provided will be held in strict confidence. Comments will be shared with the Government and project management team. The government will not reimburse responders for any cost associated with providing information in response to this announcement.
