- US Army Corps of Engineers, Walla Walla District intends to solicit on a sole source basis under the authority of FAR 6.302-1 to the University of Washington, School of Fisheries and Aquatic Sciences. Only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is to provide The Walla Walla District with data meta-analyses services to evaluate straying behavior of salmon and steelhead that are transported downstream of the Federal Columbia River Power System (FCRPS) on Corps of Engineers (Corps) owned barges. These services include analyzing complex historical PIT and CWT data sets by a recognized straying expert to address regional concerns regarding the Corps' juvenile fish transportation program. The North American Industry Classification System (NAICS) for this requirement is 541712 and the size standard is 500 employees. Interested persons may identify their interest, in writing, to the Government point of contact. Responses to this notice must be received no later than 10:00 AM, Pacific Standard Time, January 5, 2011. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
