- The Naval Air Warfare Center Weapons Division intends to negotiate and award a cost plus fixed fee IDIQ task order under Basic Ordering Agreement N68936-09-G-0001 Task Order 0002, under other than full and open competition. Negotiations will be conducted with AAI Corporation, P.O. Box 126, Hunt Valley, MD 21030-0126, in order to procure engineering technical services, consisting of engineering analysis, software development, software integration/testing, development/delivery of laboratory equipment, and technical documentation support of the Organizational level (O-Level) Electronic Warfare Test Program Set (OEWTPS) planning, development, and sustaining efforts. This Task Order provides for engineering services, delivery of Test Program Interface Hardware (TPIH), and technical documentation that supports the U.S. Navy ™s Organizational level (O-Level) Electronic Warfare Test Program Sets (OEWTPS). This task will require design and qualification of TPIHs that will be used in conjunction with the common support equipment (CSE) AN/USM-670 Joint Service Electronic Combat System Tester (JSECST) and its attendant OEWTPS software and hardware. The OEWTPS also includes other existing interface hardware known as Antenna Coupler Interconnecting Groups (ACIG). This combination of equipment and software is used by the U.S. Navy (USN), U.S. Marine Corp., and Foreign Military Sales [FMS] customers to provide an O-Level maintenance capability to test, troubleshoot and repair their onboard electronic warfare [EW] systems. The primary role of EW systems is to enhance the survivability and mission effectiveness of tactical aircraft through situational awareness provided by radar warning receivers (RWR) systems and self protection provided by defensive electronic countermeasures (DECM) systems. Each year brings new challenges to these EW systems in the form of new and/or modified threat weapon systems. The EW Support Equipment (EWSE) team located at the Naval Air Warfare Center “ Weapons Division (NAWCWD) Pt. Mugu, CA is tasked with developing the maintenance solutions that ensure the EW systems remain mission ready. This mission-oriented OEWTPS software and associated hardware require updates as a result of the highly dynamic tactical and strategic environments which drive changes to the EW systems. This procurement of TPIHs is being driven by an update to the F/A-18C/D RWR, as dictated by ECP-MDC-F/A-18-00622. This ECP, herein referred to as ECP-622, authorizes the retrofit of the ALR-67(V)3 RWR in F/A-18C/D aircraft. This notice is not a request for proposals; however, any firm, other than AAI Corporation should respond in accordance with Numbered Notes 22 and 26.
