Note: An Ombudsman has been appointed to hear concernsfrom Offerors or potential Offerors during the proposal developmentphase of this acquisition. The purpose of the Ombudsman is not todiminish the authority of the program director or contracting officer,but to communicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. Whenrequested, the Ombudsman will maintain strict confidentiality as tosource of the concern. The Ombudsman does not participate in theevaluation of proposals or in the source selection process. DO NOTCALL THIS NUMBER FOR SOLICITATION REQUESTS. 16.Authority: 10 U.S.C. 2304(c) (1), Justification: supplies (orServices) required are available from only or a limited number ofresponsible sources(s) and no other type of supplies or services willsatisfy agency requirements. The proposed contract action is forsupplies and services for which the Government intends to solicit andnegotiate with only one, or a limited number of sources under theauthority of FAR 6.302. 17.Award will be made only if the offeror, the product/service orthe manufacturer meets qualification requirement at time of award, inaccordance with FAR clause 52.209-1 or 52.209-2. The solicitation willidentify the office where additional information can be obtainedconcerning qualifications requirements as cited in each individualsolicitation. 18.All responsible sources may submit a bid, proposal, or quotationwhich shall be considered by the agency. One or more of the items underthis acquisition is subject to Free Trade Agreements. 19.Based upon market research, the Government is not using thepolicies contained in Part 12, Acquisition of Commercial Items, in itssolicitation for the described supplies or services. However,interested persons may identify to the contracting officer theirinterest and capability to satisfy the Government's requirement with acommercial item within 15 days of this notice.20.Export Control does apply. 21.The solicitation will be available for download on the releasedate from www.fedbizops.gov.
