Description
The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement to continue coverage of their PW305A engines in a Maintenance/Overhaul program that covers the cost of maintenance, labor, and parts on a cost per engine operating hour basis. Other support coverage not covered under the Engine Maintenance and Overhaul Program hourly rate would be requested as needed and the cost would be considered as an Over & Above (O&A). This SIR solicits proposals in a full and open competitive environment. The North American Industry Classification System (NAICS) code for this acquisition is 336412, Aircraft Engine and Engine Parts Manufacturing, with a size standard of 1000 employees. The FAA contemplates award of a Requirements type contract for a 1-year base period with three (3) 1-year option periods (if exercised). When responding to this Screening Information Request/Request for Offer (SIR/RFO), each offeror is required to submit a technical proposal and a cost proposal in accordance with the Screening Information Request (SIR) provision in Section L entitled, "Instructions for Preparation of Proposals." In addition, offerors must complete and return the attached Business Declaration Form. The form is provided as a separate document under this announcement. All interested sources should first attempt to download the attached SIR document(s). If downloading is not possible, all requests for copies of the SIR document(s) must be made in writing to the attention of John A. Hawk, Contracting Officer (AMQ-310), via e-mail at john.hawk@faa.gov FAX number 405-954-9468. All documents required by this SIR/RFO are due no later than 3:00 p.m. local time (Central Standard Time), 20 January, 2012 and must be submitted to FAA, MMAC Customer Service Desk (AMQ-100), MPB Bldg Room 313, 6500 South MacArthur Boulevard, Oklahoma City, Oklahoma 73169. The proposal must be sealed and labeled as follows: SIR/RFO DTFAAC-12-R-01038 due 3:00 p.m. CST, 20 January, 2012. Offerors submitting proposals by hand-delivery will need to consider allowing sufficient time to process through the security procedures in place at MMAC. Overnight delivery of responses to this SIR/RFO may also be impacted if not sent in sufficient time to allow for the special mail-handling procedures in place at MMAC. NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE RECEIVED BY THE CONTRACTING OFFICER IN WRITING BY NO LATER THAN 3:00 P.M. CST ON 11 JANUARY, 2012 TO ALLOW RESPONSES TO BE PROVIDED PRIOR TO DUE DATE FOR RECEIPT OF PROPOSALS. In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR process. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation. NOTICE: Prior to award of a government contract, it is mandated that the contractor must be registered with the Central Contractor Registration, www.ccr.gov. NOTICE: For informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
