- This design-bid-build solicitation notice is being advertised on an unrestricted basis, inviting full and open competition by all interested firms with specialized experience and qualifications required by this project. This procurement will result in the award of a firm fixed-price design-bid-build construction contract for the P-1101 Aviation Fuel Storage and Distribution Facility, Joint Base Charleston Air Base, South Carolina. This project is for the construction of a new aviation fuel storage and distribution facility for Joint Base Charleston Air Base. The work will primarily consist of construction of a new 21,719 kL (80,000-barrel) and two 3,179 kL (20,000-barrel) bulk fuel storage tanks and a 114 liter-per-second (1,800 gallon per minute) pumphouse. The existing 8-inch fuel transfer pipeline building with sustainable design features, secondary containment, filter separators, pig launcher/receiver, emergency generator, truck offload facility with ground fuel fillstand storage tanks, high/low point drains, leak detection system, and Anti-Terrorism Force Protection (ATFP) requirements. This is a negotiated procurement utilizing a best value source selection process. Award will be made to the offeror whose total price and technical proposal offers the best value to the government. Proposals will be evaluated on total price for the project. Contract award is anticipated on or around 28 Aug 2012. The construction completion date will be 660 days after award. The estimated price range for the entire project is between $20,000,000 and $22,000,000. The NAICS Code is 237120 with a small business size standard of $33,500,000. This will be an electronic solicitation, which can be downloaded from Federal Business Opportunities (FedBizOpps) at https://www.fbo.gov. The solicitation will be available at this site no earlier than 15 days after this pre-solicitation notice is posted. A Pre-Proposal Conference and Site Visit will be held approximately 10 days after the solicitation is released (exact date and time will be specified in the solicitation). Proposals will be due no earlier than 30 days after the solicitation is released (exact date and time will be specified in the solicitation). Offerors are responsible to check FedBizOpps for the solicitation and any subsequent amendments that may be issued. THE CONTRACTOR IS REQUIRED TO REGISTER WITH DEPARTMENT OF DEFENSE CENTRAL CONTRACTOR REGISTRATION (CCR).
