- The U.S. Department of Energy, Office of the Chief Information System; intends to award a sole source contract to AT&T to provide two unique security services: Malicious Email Filtering (MEF) and Domain Name Services Sinkholing (DNSS). These are enhanced security features utilizing custom algorithms, malware signatures, email filters, DNS blacklists, and countermeasures. The proposed contract will be for three (3) years. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a) (2) (ii).This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties should submit a capability statement and pricing information for the requirement within seven calendar days of publication of this notice, to be considered by the Government. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
