Description

This is a SOURCES SOUGHT ANNOUNCEMENT ONLY by the Department of Veterans Affairs, VISN 22, Network Contracting Office, concerning provision of Case Management Services and Housing Placement for homeless veterans in the Greater LA, Long Beach, San Diego, Las Vegas and Loma Linda Healthcare areas. It is neither a solicitation announcement nor a request for proposals or quotes and shall not obligate the Government to award a contract. Requests for a solicitation shall not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Large and Small Businesses interested and capable of performing the work. Responses to this notice shall include the following: (a) company name b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUB-Zone, Women Owned Small Business, Small disadvantaged business, or Small Business HUB-Zone business agencies and (g) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. Description: The U.S. Department of Veterans Affairs (VA) Veterans Integrated Services Network 22, is seeking a contractor to assist with the provision of housing placement and case management services through the Department of Housing and Urban Development and VA Supported Housing (HUD-VASH) program to place and maintain homeless Veterans in permanent, community based housing using HUD Section 8 Housing Choice Vouchers. The vouchers are portable, allowing Veterans to live in communities where VA case management services can be provided. This program provides for our most vulnerable Veterans, and is especially helpful to Veterans with families, women Veterans, recently returning Veterans and Veterans with disabilities. Evaluation of an earlier, similar program demonstrated that most Veteran participants remained permanently housed. For more information see HUD-VASH Webpage. The Contractor must be capable of providing the following: 1) screening homeless veterans to determine whether they meet the HUD-VASH program participation criteria established by the VA national office; 2) providing appropriate treatment and supportive services to potential HUD-VASH program participants (if needed, prior to issuance of rental vouchers); 3) providing housing search assistance to HUD-VASH participants with rental vouchers; 4) identifying the social service and medical needs of HUD-VASH participants and provide, or ensuring the provision of regular ongoing case management, outpatient health services, hospitalization, and other supportive services as needed throughout this initiative; and 5) maintaining records and providing information for evaluation purposes, as required by HUD and the VA. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The North American Classification System (NAICS) code for this acquisition is 624229. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the Central Contractor Registration (CCR located on the web at www.ccr.gov). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered and verified with the Vet-Biz Registry located at http://vip.vetbiz.gov.
