- The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA using FAR 13.5 Test Program for Certain Commercial Items intends to award on an other than full and open competition basis in accordance with FAR 6.302 a contract to Albemarle Corporation of Baton Rouge, LA to convert 100 gallons of bio-1-butanol to biojet fuel over a duration of 3 months by using a synthesis method requiring the use of a methylaluminoxane (MAO) solution that is produced at the same facility. Currently Albemarle is the only contractor that has the expertise, materials and facilities necessary to provide this large scale synthesis in the amount of time required. The request for proposal will be posted at the Navy Electronic Commerce Website at http://www.neco.navy.mil on or about 27 December 2011. This notice is a notice of intent not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal which shall be considered by the agency no later than 5 days after the date of publication of this notice. The written response shall clearly show the firms capability, background, experience and facilities necessary to perform the required work without compromising the quality, accuracy, reliability and delivery of the product, and be submitted by e-mail to dustin.barros@navy.mil and tara.brandt@navy.mil.
