Description
NOTICE OF INTENT TO SOLE SOURCE - This procurement action is being conducted under FAR 6.302-1 with the authority of 10 U.S.C. 2304 (c) (1), as only one responsible source and no other supplies or services will satisfy the requirement; therefore proposals cannot be submitted directly on this notice. The U.S. Army Corps of Engineers (USACE), Transatlantic Division Middle East District, Contracting Office intends to issue a Single Award Task Order Contract (SATOC) to Consulting Engineering Bureau, College of Engineering, University of Baghdad, Al-Jadiriyah, P.O. Box 4702, Baghdad, Iraq, to provide Technical Support Services to USACE in various locations throughout Iraq as required by USACE Middle East District's Iraq Area Office. More specifically, these services include inspecting construction projects, reviewing and developing plans, preparing technical studies or assessing development programs for facilities or reconstruction activities in Iraq. The capacity under this contract will be $750,000.00. All services performed under this contract will be performed in Iraq. The contract will have a base period of twelve (12) months with one six (6) month option and the period of performance is estimated to begin 1 May 2012. This notice of intent is not a request for competitive quotes, however, all information received by 5 January 2012 will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. All interested firms must respond by 5 January 2012, 5:00 p.m. Eastern Time, by e-mail to Clare J. Hogan and DeEtra C. Warchola, whose e-mail addresses are clare.j.hogan@usace.army.mil and deetra.c.warchola@usace.army.mil. The e-mail subject line shall state: W912ER-12-R-0030 Notice of Intent to Sole Source. The following information shall be included in the response: 1) capabilities statement; 2) documentation that shows the firm's ability to provide the required technical support services in Iraq, to include certification or evidence of your company's authorization to operate and deliver the required services in Iraq under all laws, edicts, and regulations in effect for that country as of the date of your response. The U.S. Army Corps of Engineers, Middle East District, will not reimburse for any costs connected with providing the information requested in this Notice of Intent to Sole Source.
