- The Office of the Staff Judge Advocate (OSJA) for the United States Army Medical Research and Materiel Command (USAMRMC) manages close to 500 inventions and patent applications at any given time. Each year approximately 40 new inventions are added to this docket. The inventions canvass all scientific and technical aspects of medical research and practice, from devices to vaccines, sometimes requiring expertise in multi-disciplinary fields. In managing the patent prosecution of this docket with this breadth of science and technology the OSJA needs access to law firms and patent agents from every niche of the medical sciences. Currently the OSJA has individual Indefinite Delivery and Indefinite Quantity (IDIQ) contracts with approximately seventeen (17) different firms and individuals. The OSJA manages a multitude of different task orders, with the different firms and individuals under these IDIQ contracts. The OSJA is contemplating the use of a single contractor, to effectively and efficiently manage the administrative aspects of this work and to coordinate with the various firms and individuals needed to perform this work. The work to be completed to manage this docket includes patent searches and opinions, filing of provisional and regular US and international applications, prosecution of applications through the various patent offices, and payment of maintenance fees, foreign annuities and translation costs. The OSJA is looking for firms that have the capability to provide the necessary services to manage this docket and novel ideas on how to structure the work to minimize the administrative burden of managing this large docket, and secure the services of needed firms and individuals. Responses should be submitted via email and should be sent to jeremy.mcmurry@amedd.army.mil not later than 5:00 PM, EST, Tuesday, 17 January 2012. Telephonic inquiries will not be accepted. Response attachments shall be no longer than 10 pages. Please include the following information in your response: -Company Name -Contact Person and Phone Number / Email Address -CAGE Code -DUNS Number -Business Size / Number of Employees -Available Contract Vehicles (GSA, BPAs, etc.) -Information relating to capabilities, novel ideas, industry best practices, industry capabilities to meet the needs of the OSJA outlined above. This sources sought notice does not constitute a request for a formal proposal. This notice is provided as information to the market place and is an invitation for an expression of interest and demonstration of qualifications to perform and deliver the anticipated requirement. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information.
