- The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Acquisition Grants Office (AGO), National Capital Acquisition Division (NCAD) intends to negotiate on a sole source with Thomson Reuters (Scientific), Inc. using the procedures in FAR Parts 6 and 13. The purpose of this acquisition is to purchase on-line renewal of Web Science and Journal Citation Reports for 2012. This electronic subscription database will allow researchers a quick and powerful access tool to the world's leading citations. NOAA seeks on-line Science Citation Index (also known as Web Science) 12-month subscription for individual desktop access through the internet for staff in Maryland (Silver Spring, Suitland, Camp Springs), and the Hebert C. Hoover Building (HCHB). The period of performance is from date of award to 12/30/2012. The statutory authority for other than full and open competition is 41 USC253(c )(1) as implemented in FAR 6.302-1, only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 423430. This notice of intent is not a request for competitive proposals. Responses must be submitted as Microsoft Word documents, using Version 2007. The capability statement and any other information furnished must contain sufficient details in order to determine that the forgoing requirements can be met. Each page shall reference Solicitation Number: NEEG0000-12-01153 and be separately numbered. The submission shall be no more than 5 single-sided, single-spaced pages (excluding the cover page), and use a minimum font of 12 point (Times New Roman) on 8 ½ x 11-inch paper. Submissions must be electronic and sent via email to Saundra Kpadeh, Contracting Specialist, at saundra.kpadeh@noaa.gov by 3:00 p.m. Eastern Standard Time, Tuesday, January 3, 2012. Award will be made using FAR 13 Simplified Acquisition procedures. The determination whether or not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Federal Government. This information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
