- The purpose of this synopsis is twofold. First, the United States Special Operations Command (USSOCOM) intends to release the solicitation for the follow-on competitive contract to the Special Operations Forces Deployable Node-Medium (SDN-Medium) Very Small Aperture Terminal (VSAT) requirement in January 2012. Second, and solely as a bridge to complete the competitive follow-on effort, it is necessary to increase the current SDN-M contract H92222-06-D-0007 with L-3 Global Communications Solutions of Victor, New York, by $50M. This increase is also needed due to an accelerated pace of contract requirements in response to USSOCOM's operational tempo as it prosecutes the Overseas Contingency Operations (OCO). Justification for this bridge increase and pursuit of non-competition is that there is no other approved or available contract vehicle for SOF SDN-M systems available. Moreover, it is expected that there would be substantial duplication cost to the Government that is not expected to be recovered through competition.
