- Notice of Intent to award a Sole Source Procurement. The Government intends to issue a sole source purchase order for quantity three (3) individual perpetual standalone software/licenses, GeoStudio Standard 2007 for PC (Personal Computer) to Geo-Slope International LTD, 633 6 Ave SW Suite 1400, Calgary, AB, T2P 2Y5, Canada. The requested purchase order assists in meeting USACE objectives to perform slope stability, groundwater seepage, and stress-deformation analysis. The analysis is used in the design for dams, levees, and reinforced walls. These programs are often used in private industry and obtaining them will allow USACE to properly review the work of A/E design firms. The USACE-CECT-SWT district intends to award a purchase order by other than full and open competition in accordance with FAR Subpart 6.302-1 (c), Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals. A determination not to compete this proposed procurement was made because Geo-Slope International LTD is the only provider on the commercial market that currently possesses the legal and proprietary rights to the required software/license of GeoStudio Standard 2007 for USACE-CECT-SWT.
