- The NAVSUP FLCN (Phila. site) intends to acquire, on a sole source basis, a new software-based Correlator system in support of the United States Naval Observatory. It is the intent of NAVSUP FLCN to negotiate this acquisition with Associated Universities Incorporated (AUI), for supplies and installation services; with supplies and installation provided by The National Radio Astronomy Observatory (NRAO). AUI operates the NRAO under a cooperative agreement with the National Science Foundation. AUI is responsible for oversight and audit of the operations of NRAO. The procurement is being processed as a sole source acquisition for supplies pursuant to the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with Associated Universities Incorporated, since they are the only known source with the capability of satisfying the Government ™s requirements at this time. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A firm fixed price contract will be awarded as a result of the solicitation, and conducted under FAR Part 15 for non-commercial items. The NAICS for this requirement is 541712. Interested persons may identify their interest and capability to respond to the requirement and may submit information that shall be considered by NAVSUP FLCN. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
