Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The United States Park Police contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation to the vendor providing the lowest-price-technically-acceptable proposal to the Government. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-54. (iii) This solicitation is a 100% total small business set-aside, NAICS 424910, Farm Supplies Merchant Wholesalers with a small business size standard of 100 employees. The United States Park Police encourages the participation of small, disadvantaged, and women-owned businesses. (iv) The Government intends to issue a firm-fixed price purchase order to the responsible offeror whose total offer represents the lowest-price-technically-acceptable proposal for the Government. United States Park Police - Horse Mounted Unit (USPP - HMU) is seeking a qualified contractor to furnish and deliver 124 bales of hay, per month, in bales of approximately 40 pounds ea. The work of this project shall consist of providing all equipment, labor, material and supplies needed to deliver to the USPP - HMU, (124 bales of hay per month) string or wire tied, brand name or equal to Timothy Hay, for a base period of eleven (11) months, beginning January 17, 2012 through January 8, 2013, with four (4) subsequent option years, from January 9 through January 8, (subject to availability of funds). Salient characteristics of Timothy Hay are as follows: must have good color and no moisture damage. Hay that is stacked outside and exhibits only minor damage to top bales and bale ends can qualify for this quality grade. Hay must have minimal weeds to qualify for this grade. All blemishes will be noted. Upon award of the contract, the winning vendor will be obligated to complete the delivery for the bales of hay as requested by the designated person of the USPP - HMU. See Statement of Work and Contract Bid Schedule, below, for further details. (v) LOCATION: United States Park Police - HMP (USPP - HMP) stable is: Tennessee Road and New York Avenue, Fort Wadsworth, Staten Island, NY 10305. (vi) SCHEDULE of SUBMISSIONS: One (1) invoice must be submitted after successful delivery and acceptance. (vii)SCHEDULE: Deliver hay to the designated location, within three (3) business days after receipt of order. All deliveries can be made seven days a week between the hours of 7:00 am and 5:00 pm, (excluding holidays). The contractor will notify the identified contact person in advance of deliveries and advise of the approximate time of delivery. (viii)DOCUMENTS TO BE INCLUDED IN QUOTE: 1.Vendors must submit three (3) references, for three previous projects completed within the past three (3) to five (5) years, for delivery of similar material.2.A firm fixed price quote, provided on the attached bid schedule.3.Proof of Central Contractor Registration (CCR). (ix) The Government contemplates the award of a single purchase order on a "low-price-technically-acceptable" basis. A technically acceptable business will meet or exceed the following criteria:1.The offeror shall demonstrate at least three (3) to five (5) years of successfully completing delivery of similar materials.2.The offeror shall demonstrate satisfactory performance completing delivery of similar materials.(x) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (xiii)Offers must be submitted via email to NPNHContracting_BidProposal@nps.gov, to the attention of Linda Richardson, with a courtesy copy sent to linda_richardson@nps.gov. The due date and time is 4:00 pm ET on Friday, January 6, 2012. STATEMENT OF WORK: 1.Requirement: The work of this project shall consist of providing all equipment; labor, material, and supplies needed to deliver, to the United States Park Police, Horse Mounted Unit, string or wire tied, brand name or equal to Timothy Hay. Each delivery will total 124 bales of hay per delivery, per month to the designated stable. Oral delivery orders are authorized. A contact person to authorize the deliveries will be identified after the contract is awarded. All deliveries can be made seven days a week, between the hours of 7:00 a.m. and 5:00 p.m., holidays excluded. The contractor will notify the identified contact person in advance of deliveries and advise of the approximate time of delivery. Hay will be delivered in approximately 40 pound bales of hay by the truckload to the designated location within three (3) business days after receipt of order. Contractor shall unload and place delivered supplies in the designated area. Hay must be stacked in the storage area, with older hay rotated to provide access for immediate use. Contractor shall remove and supply replacement for molded hay. 3.Inspection: The Government shall have up to seven (7) days to perform a final inspection upon delivery of the items to the site.
