Description
The proposed contract action is for a service for which the Government intends to negotiate with only one source, JRL Construction Inc., under the authority of FAR 6.302-2. FAR 6.302-2(a)(2) When the agency's need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for. FAR 6.302-2(b) This authority applies in those situations where- (1) An unusual and compelling urgency precludes full and open competition; and (2) Delay in award of a contract would result in serious injury, financial or other, to the Government. The work under this project (NAICS 236220, Small Business Size Standard $33.5 MIL) includes but is not limited to the following: 1.General Work Remove existing vinyl composition tiles in the corridor of the stem, two branches and waiting room of the 5th floor C wing. Do not remove floor tile in rooms as certain rooms have floor tile which contains asbestos. The corridor and waiting room do not contain ACM based on the Mabbett & Assc., Inc., Asbestos Survey Report, dated April 15, 2011. Building-1 FIFTH FLOOR (WING-C) drawing from the aforementioned report attached. Remove carpet tile in the waiting room which is in the stem open to the corridor. Carefully remove existing vinyl cove base so as not to remove vinyl wall covering off the wall and minimize patching of the wall. Contractor is to remove debris from site, including packaging. Contractor will completely prepare floor for new floor covering. If adhesive solvent or any other products which cause an unpleasant odor are used, the contractor shall provide and use window exhaust fans. Floor prep includes flash patching. Wall prep includes removing adhesive and patching any areas which will give the replacement vinyl cove base a bumpy appearance as observed by the COTR. New floor will be installed with 2 colors: a 6' wide field and 1' wide border on each side of the corridor. The 1' wide border will be continuous along corridor walls, waiting room walls and the end of the corridor. New 4" rubber cove base will be applied wherever new flooring is installed. Work includes all necessary transition strips in order to eliminate uneven edges. Work includes moving furniture from areas to have flooring replaced. 2.Phasing Work shall be performed on evening/night shifts, beginning at 5:00 pm so the area is ready to use at 7:00 am on the next business day. a.The stem corridor and waiting room shall be Phase 1. b.The left branch corridor shall be Phase 2. c.The right branch corridor shall be Phase 3. 3.Code Compliance Work and materials to be in accordance with all applicable codes and standards including the NFPA Life Safety Code, VA construction standards and Infection Control Risk Assessment.
