Description
Irrigation, Planting, and Maintenance Requirements for Laguna Division Conservation Area This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. The purpose of the project is to restore, enhance, and protect native riparian, wetland, and aquatic habitats within The Laguna Division Conservation Area Project (LDCA) for the benefit of LCR MSCP covered species and other plants and wildlife. The project will create a mosaic of marsh and riparian areas. Multiple meandering channels will be constructed and the hydrology of the site will be managed to create and sustain three specific land cover types: cottonwood-willow, honey mesquite, and marsh that meet LCR MSCP conservation criteria for target species of mammals and birds. The LDCA is located on Bureau of Reclamation land along the lower Colorado River downstream of Imperial Dam and upstream of Laguna Dam. The project area encompasses approximately 1,250 acres of tamarisk shrub land and wetlands along the abandoned river channel between the Laguna Settling basin and Mittry Lake Wildlife Area. To maximize the benefits of a limited amount of water, the project area will be managed as a levied wetland system. Water for irrigation and habitat creation will be supplied via pipeline from the fore bay of the Gila Settling basin spillway. A constant 100 cubic feet per second will be provided to the project area and will be controlled through a 48" pinch valve located north of the project area. Water surface elevations in the wetlands will be controlled by a series of water control structures between wetland cells that will help to flood irrigate woody species. Timing of water delivery between cells is critical since the downstream cell is dependent on flows from the upstream cell. The following tasks are required under this project; 1.Management of the irrigation systems oThe irrigation system will initially be operated manually and then be operated remotely. Reclamation will be responsible for the remote operation; however the contractor should be familiar with software and also how to operate the system manually.oThe contractor will be responsible for the operation of the two overshot gates and a turnout gate. The schedule for the operation of the overshot gates will be given to the operator. Initially the overshot gates will be operated on 8-day intervals during the plant establishment, once the hydrology cycle is established a permanent schedule will be established according to the season.oDaily logs of operation, maintenance and problems encountered will be provided to the project manager on a monthly basis. The need for major repairs or replacement of irrigation system components will be coordinated with the project manager on a timely basis to prevent interruption in irrigation service to the plants.2.Invasive weed species management oThe contractor will provide weed management and vegetation maintenance services from initiation of clearing and excavation to the time the native vegetation is established and self maintaining (estimated 5 years). The contractor will be responsible for day-to-day decisions affecting weed management. The scope of work focuses on control and removal of nonnative plant species, primarily salt cedar / tamarisk, phragmites and/or arundo. This vegetation can quickly spread and dominate riparian and marsh areas. oPersonnel handling herbicide must have an applicator license for the states of Arizona and California. 3.Hand planting of upland vegetationoThe scope of work focuses on planting of deep pot mesquite that will be planted in holes approximately 6 feet deep or moist soil depth, whichever is encountered first. Since these mesquites will not receive any irrigation it is important to plant in or near the water table. Marsh plantings will require personnel to be in water depths of approximately 1 foot. oSome areas of the marsh site will require willow pole planting. The willow poles will be harvested from one of the Bureau of Reclamation (Reclamation) sites in Blythe, California or Cibola, Arizona. The contractor must possess knowledge of pole collection, storage and planting.4.Reporting of pertinent data for the Laguna Division Conservation Area (LDCA) to the project manager to support Lower Colorado River Multi Species Conservation Program (LCR MSCP) goals for marsh and riparian habitats along the LCR. The contractor must provide all personnel, equipment, tools and materials supervision and other items and services necessary to perform irrigation management services, herbicide application, invasive plant removal, and hand planting. These tasks will commence with ongoing ground clearing activities for excavation of the site and continue through five years post planting to ensure that the vegetation is well established and self maintenance of the vegetation community is achieved. Construction of the water delivery system, removal of non-native vegetation and excavation of the channels began in the fall of 2011. Once established the LDCA project should be essentially self-sustaining, requiring only flood irrigation controlled by the water control structures. However, frequent irrigation and weed management will be required until the plantings have become established and reached a density that can resist invasion by non-native species.The project area is divided into three management cells. The cells are divided by levees with maintenance roads and water control between the cells is provided by overshot gates capable of regulating the elevation of the water surface in each cell. Reaches 1 and 2 cover the majority of the site and will be operated as flood pulse systems. Flow into Reach 2 is dependent on outflow from Reach 1 and irrigation management must coordinate water needs of the two cells. Reach 3 is a short outfall reach that is designed to mediate the irregular pulse flows from the Reach 2 outfall and pass them into the Laguna Project Area above Laguna Dam. The fourth reach, the historic river channel, will be operated as a steady flow system. This habitat is designed to take advantage of high ground water tables in the reach and will provide important habitat for California black rail and other shore birds that are intolerant of water level fluctuations. The project period of performance (5 years) is anticipated to begin August 1, 2012 with an anticipated completion date in 2017. Responsible sources are welcome to submit a capability statement on or before 12:00 PM on January 20, 2012. Submittals will be reviewed and considered by Reclamation during the solicitation planning process.
