Description
The Marine Corps Systems Command Quantico, Virginia intends to modify existing Indefinite Delivery/Indefinite Quantity combination type, contract M67854-05-D-6014 Expeditionary Fire Support Systems/Internally Transportable Vehicle (EFSS/ITV) with General Dynamics Ordnance and Tactical Systems “ Large Caliber Ammunition (GD-OTS LCA), 11399 16th Court North, St. Petersburg, FL 33716 on a sole source basis in accordance with Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This intent is subject to final approval in accordance with FAR 6.304. The proposed contract action extends the period of performance, under the existing contract logistics support order, from March 31, 2012 to June 30, 2012. This extension will further allow for the current follow-on competitive procurement to be accomplished and to allow for a transition of services to a potential new contractor to occur in a timeframe that will not impact imminent logistics support activities. To that effect additional work will be added; to support an imminent fielding event, incorporate revisions to production items and technical manuals as a result of engineering change proposals, continue provisioning effort and to allow repairs to be made to GFM. The estimated increase to the contract value is approximately $3M. GD-OTS LCA is the only responsible source for the effort as the Government would incur unacceptable delays and costs in fulfilling the agency ™s requirements if this extension was not exercised before the current contract expiration date. This notice to extend contract services is not a request for competitive proposals. The extended period of performance of the contract is three (3) months. This extension of services was limited to the least amount of time necessary to obtain full and open competition as soon as possible. A determination not to compete this proposed contract extension is solely within the discretion of the Government.
