12/21/2011; THIS IS A SOURCE SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The NCO 19, Rocky Mountain Network Contracting Center, 4100 E. Mississippi Ave, Glendale CO is performing market research to determine if there is a sufficient number of qualified Veteran Administration Certified Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB); Small or emerging small business firms; or businesses who have established FSS/GSA schedules that are also a Veteran Administration certified SDVOSB or VOSB; or a small or emerging small business firm to set aside an award contract. The Government will use responses to this notice to make to appropriate acquisition decision. The award is being considered for one base year and possible option years with performance period �s that may extend out to four years. The VA Eastern Colorado Health Care System (ECHCS) currently captures and stores information including diagnoses, treatment, and providers for all inpatient and outpatient care provided to patients treated at a VA healthcare facility, and for patients treated at other healthcare facilities at VA expense. All VA facilities store this information in an integrated computer system called �Veterans Health Information Systems and Technology Architecture � (VistA). Each facility has its own VistA database and selected data from the local databases is uploaded into various national systems. Please see attached (Draft) Performance Work Statement (PWS) for performance requirements. The contractor shall supply all commensurate equipment, human resources, technical skills and training, and all other requirements illustrated in the PWS, contractors proposal (s), and those requirements applicable in performing medical coding services. The NAICS Code 561499 is appropriate to this acquisition, the size standard for a firm to be considered has an Emerging Small Business is no greater than 50 percent of NAICS Code with a Business Size Standard of $7.0 M. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Central Contractor Registration (CCR) database prior to award of a contract.
