- PDF version of the special notice. The Deputy Administrator for Commodity Operations is transitioning to a performance-based approach for procurement of all packaging supplies and materials. This requirement of the Federal Acquisition Regulation supports the international food aid programs through open and fair competition. Contracting information utilizing specific packaging construction will ultimately be phased out of use as performance standards come to the forefront of packaging materials sourcing. Vendors will remain responsible to ensure use of proper packaging (e.g. does not leak or tear, withstands multiple and rough handlings without spillage). The purpose of any upcoming changes is to increase the competitiveness of commodity bids while maintaining packaging functionality and program integrity.
