- Capability Statement Review Statement of Work The U.S. Department of Education is conducting market research to identify potential offerors capable of providing Research and Evaluation Design Data Collection and Analysis services. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources in the market to provide the Department of Education with Research and Evaluation Design Data Collection and Analysis services.
