- The Mission and Installation Contracting Command (MICC) Mission Contracting Office - Fort Bragg, North Carolina (MCO-Fort Bragg, NC) intends to issue a solicitation for the Joint Interoperability Division Support Services for the Joint Interoperability Division (JID) located on Fort Bragg, NC. The JID is responsible for the execution of the Joint Chief of Staff tasking to manage the Joint Tactical Air Operations (JTAO) Interface and the United States Message Text Format (USMTF) Training Programs in order to address the shortfalls in warfighter capabilities that resulted from a lack of interoperability across weapon systems and the Services in the Department of Defense (DOD). The requirement supports several critical operations within the JID mission including: Operation of the Joint Multi-TDL School Operation and Maintenance of the Pulse Deconfliction Server Joint Interface Control Cell Operation Support Provision and updates of the USMTF training Maintenance of the JTIDS Network Design Library The contractor shall perform all support operations for training, operational, and logistical support services at both the JID facility on Fort Bragg, NC and any international location as needed. This is a follow-on requirement. The current contract is W911SE-07-D-0043. The designated NAICS Code is 541330 Engineering Services, with a size standard of $27.0 million. This acquisition anticipates a 100% Small Business (SB) set-aside. The contract type is a Hybrid Fixed Price with Cost CLINs for Travel and Other Direct Costs. The Government anticipates a contract length of a 12 month base period and two (2)one-year option periods. The solicitation and resultant contract will contain FAR 52.217-8, Extension of Services, which will be evaluated as part of the contract. However, the extension period is not reflected in the period of performance. The solicitation will be issued as a Request for Proposal (RFP) utilizing FAR Part 15, Best Value - Tradeoff evaluation. The Government anticipates release of the solicitation on or about 23 January 2012, with a projected closing date of 24 February 2012. These are projected dates and are subject to change. This solicitation and all amendments will be issued to Federal Business Opportunities Website (FedBizOpps) at https://www.fbo.gov/ and Army Single Face to Industry Website (ASFI) at https://acquisition.army.mil/asfi/. Offerors are required to check the above websites daily to be notified of any changes to the solicitation. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. A pre-proposal conference and site visit is not scheduled at this time. Interested parties must be registered in the Central Contractor Registration (CCR) to receive a government contract award.
