- SOURCES SOUGHT ONLY: This is a Sources Sought request for information to be used for market research purposes, only. The Government is conducting market research to assist in determining the appropriate acquisition strategy and potential set-asides. The Government is seeking responses from all businesses capable of performing the required services. THIS IS NOT A REQUEST FOR QUOTE or PROPOSAL. Responses to this announcement are not considered quotes or offers and cannot be accepted by the Government to form a binding contract. Responses will not be used for evaluation in any resultant solicitation for this requirement. The government shall not be held responsible for any costs incurred in response to this sources sought announcement. Participation is strictly voluntary. This notice will close 29 December 2011 at 0900 AM EST. Recognizing the shift of focus to web based media and video content, The Mission and Installation Contracting Command at the United States Military Academy, West Point, NY, has an anticipated requirement for a West Point Motion Logo for branding purposes for all banner ads, websites, mobile applications, and video introductions. The West Point Motion Logo will bring attention to our advertisements, introduce our video on par with our competitors, and brand all of our material with one consistent logo. The anticipated project focus will be a 10 to 15 second animated motion logo for the United States Military Academy at West Point, suitable for use on multiple media assets including: banner ads, websites, mobile applications, and video introductions. The anticipated services provided will include the following: 1.Storyboard/Styleframe preparation: Contractor will provide a variety of concept frames outlining several options for the look of the motion logo for Government approval. 2.Initial Animation Production: Contractor will produce preliminary motion tests, pre-visualization and animatics creating rough 2D and 3D animations to test the timing and look of the motion logo utilizing Adobe After Effects and Cinema 4D for Government approval. 3.Final Animation Production: Contractor will revise and fine tune the animation and composition elements in Adobe After Effects and Cinema 4D for Government approval. 4.Delivery: The motion logo shall be delivered in QuickTime and TIFF formats. Respondents shall provide a full description of their capability to meet the anticipated requirement. Feedback on this requirement is encouraged. The anticipated NAICS is 541430 with a Small Business Size Standard of $7.0 Million. Interested respondents should submit a brief capabilities statement package (no more than 5 pages in length, single spaced, 12 point font minimum) clearly demonstrating the firm's ability to provide the services listed. A generic capability statement is not acceptable. Please review the requirements listed below. At a minimum, submissions must include the following: 1. Title of the requirement, Company Name, Address, and POC. 2. Company profile to include DUNS number/CAGE Code, and a statement regarding current small business status to include small business type(s)/certification(s) such as: SDB, 8a, HubZone, SDVOSB, etc. 3. A description of qualifications, capabilities, and experience providing these services. Please include applicable work samples. 4. State the time (days) necessary for your firm to complete performance after award. Responses shall be submitted by email to mark.draluck@us.army.mil.
